Western components help make it possible"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3rv5swy002g2cqq6vlsgc97@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine has been hit by a surge in Russian ballistic missile attacks, about a third of which used North Korean weapons that can only fly because they run on Western circuitry, obtained despite sanctions, according to Ukrainian military officials.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrr000k3b6m9vpn0skt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            August and September saw a spike in ballistic missile attacks, when Ukraine first publicly detailed the use of the KN-23.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000m3b6m4q151lni@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            These less-sophisticated missiles are part of North Korea\u2019s growing support to Moscow, which also includes about 11,000 North Korean soldiers deployed to Russia\u2019s Kursk region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000o3b6m584ttuj0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Crucial components used in the North Korean missiles are produced by nine Western manufacturers, including companies based in the United States, the Netherlands and the United Kingdom, according to a recent report by Ukraine\u2019s Independent Anti-Corruption Commission (NAKO), a civil society organization. Some parts of the KN-23\/24 missiles they analyzed were produced as recently as 2023, suggesting a swift delivery pipeline to North Korea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000q3b6m4fg7it1k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The warehouse was full of damaged drones and burned missile parts. In different buildings, hundreds of microchips were carefully separated into folders named for various weapons used by Russia \u2013 \u201cShahed,\u201d \u201cIskander,\u201d and \u201cKN-23.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000s3b6m2twjohv4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEverything that works to guide the missile, to make it fly, is all foreign components. All the electronics are foreign. There is nothing Korean in it,\u201d said Andriy Kulchytskyi, head of the Military Research Laboratory of Kyiv\u2019s Scientific Research Institute of Forensic Expertise.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000t3b6mweob76fi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe only thing Korean is the metal, which quickly rusts and corrodes,\u201d he added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000u3b6ma891qknr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A Ukrainian Defense Intelligence official, who spoke on the condition of anonymity, said their investigations are hampered by the damage to the missile fragments, but it\u2019s still possible to determine that \u201cthe vast majority of components are Western components. Probably 70% are American, from well-known companies [\u2026] They also use components made in Germany and Switzerland.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000v3b6mp5ok68hx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A report released earlier this year by the UK-based investigative organization\u202fConflict Armament Research, or CAR, found that 75% of components in one of the first North Korean missiles used to attack Ukraine were from US-based companies.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm3syhf1h001h3b6mq6dikhcy@published\" data-component-name=\"subheader\" id=\"sanctioned-goods-move-though-china\" data-article-gutter=\"true\">        Sanctioned goods move though China<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000x3b6mo67sgjc2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There is no reliable information on how exactly the components make their way into North Korea, according to weapons-tracing experts. But all signs to point to China as the likely conduit, experts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs000y3b6my2wtq4pl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe have successfully traced some of those components, and the last known custodians are Chinese companies,\u201d said Damien Spleeters, deputy director of operations at CAR, which works to independently document diverted weapons. That means Chinese firms bought the components from manufacturers and a series of intermediaries.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs00103b6mqvq01eho@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            CAR has a policy of not \u201cnaming and shaming\u201d specific manufacturers because there is no evidence the firms deliberately shipped the parts to North Korea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs00113b6m8kmjr8uy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cSome parts of these components may be actually fake and made in China,\u201d said Victoria Vyshnivska, a senior researcher at NAKO. \u201cBut we cannot be 100% sure,\u201d she added, as the companies in question often failed to respond to questions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs00123b6m9mkhort1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            One manufacturer was able to provide NAKO with evidence that a low-value electronic component found in a North Korean missile was counterfeit.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs00143b6mk8w1135m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            CAR and others consider that middleman distribution companies \u2013 not manufacturers \u2013 are the primary issue.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3sygjrs00153b6mz200gs1c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There are more than 250 companies whose components have been identified in North Korean missiles, according to CAR. But the majority of those electronics are sold to five main distributors, which are all based in the United States and Canada.
