The rebels\u2019 biggest challenge now is learning how to govern"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epm0004356mu3dih58j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The sound of celebratory gunfire filled the streets of Damascus in the hours following the collapse of President Bashar al-Assad\u2019s regime.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epm0005356mn82eor4e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But the jubilant scenes at the weekend that greeted the end of half a century of tyranny could not mask the scale of the challenge facing the victorious Islamist rebels whose lightning advance on the Syrian capital captured the world\u2019s attention.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epm0006356mdwlzypgx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Those rebels \u2013 led by the group Hayat Tahrir Al-Sham (HTS) \u2013 must now try to unite a country cleaved apart by more than a decade of civil war, one in which dozens of heavily armed militias and remnants of the old regime linger.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epo0007356mduevqvc6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The chaos that followed in the hours after the capital\u2019s fall gave a stark reminder of the enormity of that task.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epo0008356m89hj3rf4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At least 28 people were killed by that celebratory gunfire, the Syrian health minister told Al-Arabiya news channel. Meanwhile, civilians broke into Assad\u2019s palaces, looted shops and stole bags of cash from the central bank \u2013 prompting the rebels to declare a 13-hour curfew.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epo0009356m4q4iidlw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            By nightfall, other than the occasional stray bullet, the silence was punctuated only by the sound of airstrikes. Israel has since said it struck \u201cstrategic weapons systems, residual chemical weapons capabilities and long-ranging rockets\u201d that belonged to Assad\u2019s army.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epo000b356mwhencjbi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The rebels had dreamt of this day for years, but even they appear to have been surprised by the speed and ease of their advance.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epo000c356mdd86ewyy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Now their rush is to keep the lid on Syria\u2019s Pandora\u2019s box, avoid a power vacuum and prevent the sort of chaos that almost inevitably arises when a 50-year regime topples in a matter of days.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm4id5lca001h356mig1cqnpv@published\" data-component-name=\"subheader\" id=\"assad-planned-to-abandon-the-government\" data-article-gutter=\"true\">        Assad planned to \u2018abandon the government\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000e356m94as9x81@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For now, it is not even entirely clear what form the next government will take.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000f356mgr4vyn4s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After the capture of Damascus, the rebels instructed Assad\u2019s Prime Minister Mohammad Ghazi al-Jalali to continue his duties alongside his cabinet until a transitional team is assigned.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000g356m4bh8vxvq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Jalali had few answers on the future of the city\u2019s governance when he spoke to Sky News Arabia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000h356m21iufbwd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            His colleagues seemed equally unsure.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000j356mlu74v6e3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The vacuum facing the rebels could even be seen as a parting gift from Assad.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000k356mlc6tdfae@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Assad, who has not issued any public statements since the rebel advance began two weeks ago, appeared to have planned to \u201cabandon his government, his people and his country and leave it in chaos\u201d if the situation deteriorated, his prime minister said. \u201cPerhaps to send a message to the people that \u2018it is either me, or chaos\u2019.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000l356mr4arc4or@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Jalali said he had spoken to Assad hours before the president fled to Moscow, to express concern about the rebels\u2019 movements, but the president was indifferent.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000m356m4akixh0f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhen I told him the situation is critical, people are fleeing Homs toward the coast and the armed forces have collapsed\u2026 his response was \u2018we\u2019ll attend to it tomorrow,\u2019\u201d the prime minister said. \u201cI was surprised.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm4id5yt7001k356m0vu1bahr@published\" data-component-name=\"subheader\" id=\"from-al-qaeda-to-a-statesman\" data-article-gutter=\"true\">        From Al Qaeda to a statesman<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000o356mi8hasqmz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For now, the answers to the country\u2019s immediate future appear to lie with the leader of the HTS rebel coalition, Abu Mohammad al-Jolani (real name, Ahmad Al Sharaa), who met Jalali, the outgoing prime minister, on Monday morning.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000p356mq4bgyk95@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Jolani\u2019s arrival in Damascus Saturday marked his first return to the city where he was raised since leaving two decades ago to join Al Qaeda\u2019s fight against US forces in Iraq. For four years, he had led Al Qaeda\u2019s affiliate in Syria, the Al-Nusra Front but he eventually split from it, declared war on its rival ISIS, and orchestrated the killing of its leader.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000r356mypp4l860@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The group he leads is among the more organized of the many rebel factions who took part in the offensive, having spent the past few years governing 4 million people in Idlib through a semi-technocratic body called the National Salvation Government. It has already mobilized its politicians to govern the major cities \u2013 including Syria\u2019s second-largest, Aleppo \u2013 that it captured last week, and has deployed its own police forces to secure the streets of Damascus.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000s356meyu3vxt8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cKeep in mind that Idlib is small with no resources, we were able to do a lot in the past,\u201d Al-Jolani told the prime minister in a briefing on the incoming transitional team.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000t356m2focor0e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Still, the Islamist group has never ruled over a large territory with diverse religious and ethnic minorities, numerous armed rebel factions, and scarce resources.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000u356mg10oq8gr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIdlib is a much smaller territory to govern, and three-fourths of the population are displaced people so there\u2019s a lot of UN and NGO assistance in providing aid,\u201d said Aaron Y. Zelin, a senior fellow at the Washington Institute. \u201cHTS only had to focus on a quarter of the population.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000v356m6fjb9msc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even in Idlib, Jolani spent years trying to eliminate political threats, while those he governed protested over living conditions and unfair detentions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000w356m4b7t2fq3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He now seeks to create a transitional governing body for 25 million Syrians, and an additional 6 million refugees who fled the country during the civil war.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000x356my3gdhy5i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As if that were not enough, he must at the same time deal with dozens of Turkey-backed militant groups who might refuse to be sidelined in the transitional period, and a powerful armed Kurdish group that controls large territories in northeast Syria.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp000y356mfhidoc0h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Then there are the powerful Iran-backed militias in neighboring Iraq to consider.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm4id6aqj001o356m4n6h1kaf@published\" data-component-name=\"subheader\" id=\"anyone-is-better-than-assad\" data-article-gutter=\"true\">        \u2018Anyone is better than Assad\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp0011356mu1moy6nq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For instance, minority religious groups like Alawites, Ismailis, Druze and Christians, will have to reckon with the potential application of a strict interpretation of Sharia law, which the rebels have said they will seek to implement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp0013356m5fogp60d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Human rights groups are also concerned, with some having accused HTS and other anti-regime groups of torturing and abusing dissidents in areas under their control \u2013 including in the northwestern Idlib, western Homs, and Aleppo governorates.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epp0014356mvycjrvjb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even so, there are many in Damascus who like Ranim, a 45-year-old mother-of-two, are cautiously optimistic, saying \u201canyone is better than Assad.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epq0016356mkcd5q3be@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Life had not yet returned to normal, Ranim conceded, but she was willing to wait and see.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4id4epq0017356mpxdjsi9o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere are people worried about Islamic rule and the rebel factions, but in my opinion if we\u2019ve waited through 50 years of Assad\u2019s rule, why not
