Now he\u2019s going after his own men"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gh9vxm004i2bpabr9f3xdg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the early years of Xi Jinping\u2019s war on corruption, the Chinese leader consolidated control over the world\u2019s largest military by taking down powerful generals from rival factions and replacing them with allies and proteges loyal to himself.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00033b6m03wcynap@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A decade on, having given the People\u2019s Liberation Army (PLA) a structural overhaul and stacked its top ranks with his own men, the supreme leader is still knee-deep in his seemingly endless struggle against graft and disloyalty.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00043b6m15lcp2al@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And, like many strongman leaders in history, he is increasingly turning against his own handpicked loyalists.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00053b6mjion4ivw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Late last month, Xi purged one of his closest proteges in the military \u2013 a decades-old associate entrusted with instilling political loyalty in the PLA and vetting senior promotions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00063b6ml4jg258d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Adm. Miao Hua, who sits on the Central Military Commission (CMC), the top command body chaired by Xi, has been suspended under investigation for \u201cserious violations of discipline,\u201d the Defense Ministry announced, using a common euphemism for corruption and disloyalty.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00073b6m0x7thokt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As the head of the CMC\u2019s political work department, which oversees political indoctrination and personnel appointments, Miao is the most senior scalp in Xi\u2019s latest military purge. Since last summer, more than a dozen high-ranking figures in China\u2019s defense establishment have been ousted, including the last two defense ministers promoted to the CMC by Xi.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00083b6muxirpdey@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But none of them boast the kind of long-standing relationship Miao shared with the top leader, dating back decades to Xi\u2019s early political career in the coastal province of Fujian.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00093b6macpffgnz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The probe into Miao opens a new front in a widening purge that has raised questions over Xi\u2019s ability to end systematic corruption in the military and enhance its combat readiness at a time of heightened geopolitical tensions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000a3b6m0twrhoue@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Over the past decade, Xi has overseen an ambitious transformation of the PLA into a \u201cworld class\u201d fighting force that can rival the US military. A key goal of that modernization drive is to ensure China is ready to fight and win a war over Taiwan, the self-governing democratic island Beijing claims as its own.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000b3b6m9aeyxv1y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Miao\u2019s downfall renews questions \u2013 raised during last summer\u2019s purges \u2013 about how much confidence Xi has in his top generals who would be responsible for leading a war, said Joel Wuthnow, a senior research fellow at the Pentagon-funded National Defense University.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000c3b6mf0ctgnf2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIf he fears that he has brought in people who are not unquestionably loyal to him or his agenda, that would be a huge problem.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000d3b6mylumpljg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Experts say Xi\u2019s purge of a longtime acolyte points to a familiar dilemma for autocrats, including his predecessor Mao Zedong: after eliminating political rivals, the supreme leader never stops looking for new threats to their absolute hold on power \u2013 including from their own close circle.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm4ghaly2001a3b6m1c1fqah9@published\" data-component-name=\"subheader\" id=\"obscene-extent-of-corruption\" data-article-gutter=\"true\">        \u2018Obscene extent of corruption\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000f3b6m69c2fh93@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Miao\u2019s history with Xi goes back three decades. The Fujian native served as a political officer in the former 31st Group Army from the 1980s to the early 2000s, when Xi was rising through the ranks as a local official to become the provincial governor of Fujian.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000g3b6msh6p43zt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAccording to credible sources, Xi regularly visited the 31st Group Army at the time\u201d and is known to have had personal contacts with Miao, said James Char, a longtime PLA-watcher and research fellow at the S. Rajaratnam School of International Studies in Singapore.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000h3b6m829xte1u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Miao\u2019s military career took off soon after Xi came to power. In 2014, he received a major promotion to become the political commissar of the PLA Navy, making an unusual switch from a career in the Ground Force. Three years later, he was promoted again into the CMC, the apex of military power.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000i3b6mfgc1wwvy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe cannot find a more apodictic acolyte of Xi than Miao,\u201d Char said. \u201cIf Miao is eventually indicted of graft, clearly Xi himself had not anticipated the obscene extent of corruption that exists among PLA elites.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000j3b6mahmpjmlr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For the past 18 months, Xi\u2019s cleanup had largely targeted officials connected to the procurement of weapons and the Rocket Force, which oversees China\u2019s nuclear and conventional missiles. But Miao\u2019s downfall signals a broadening of that crackdown into new sectors, such as political work \u2013 which Xi has described as the \u201clifeline\u201d of the military \u2013 and the Navy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000k3b6mzqx1n4w6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWherever they look, I\u2019m sure they will find issues and cases. It\u2019s just a matter of which sector they pick,\u201d Char said.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm4ghavhc001d3b6mlkvm8cpf@published\" data-component-name=\"subheader\" id=\"loss-of-confidence\" data-article-gutter=\"true\">        \u2018Loss of confidence\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000m3b6mtrr7i399@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Defense Ministry has offered no details about the allegations against Miao.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000n3b6m4fe3lkog@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As the chief political commissar of the PLA, Miao is tasked with ensuring its loyalty to the ruling Communist Party. He oversees promotions in the military, vetting key candidates for their political loyalty \u2013 a role he also held in the Navy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000o3b6m2rj36dwu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the past, such roles have offered fertile ground for graft, especially bribes for promotions. Miao\u2019s predecessor, Gen. Zhang Yang, killed himself while under disciplinary investigation for bribery.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000p3b6mq3bb5ti0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As the geopolitical rivalry between the United States and China heats up, the PLA Navy has also seen a drastic increase in the procurement of warships and other weapons, providing ample opportunities for corruption, said Victor Shih, a political science professor at the University of San Diego.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000q3b6md0kha2om@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But there could be another potential reason behind Miao\u2019s downfall, Shih said, for \u201cbeing too obvious in his attempt to foster a faction in the military.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000r3b6m4ovcmxpz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Xi has repeatedly warned against the forming of factions in both the party and the military. \u201cOf course, the only person who is allowed to do that is Xi himself,\u201d Shih added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000s3b6mkfcnmt1w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Miao is seen by some analysts as having recommended multiple associates in the Navy for promotions to key positions, including Rocket Force Commander Wang Houbin and Defense Minister Dong Jun.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000t3b6mwaystork@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The announcement of Miao\u2019s investigation came a day after the Financial Times reported that Dong had been placed under investigation for corruption, citing current and former US officials. The Defense Ministry dismissed the report as \u201csheer fabrication,\u201d and days later, Dong made a public appearance at a security forum.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000u3b6mwjjr1nob@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Wuthnow, the expert at the National Defense University, said what led to Miao\u2019s downfall was a \u201closs of confidence,\u201d but the reasons for that remain elusive.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000v3b6mkuhuyqwm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In one scenario, Wuthnow said, Xi might have viewed Miao as becoming too powerful and independent, and wanted to uproot what he saw as a bastion of influence that he could not fully control.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000w3b6mkj3mwygn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI don\u2019t think this is how leaders who are confident in their own power and ability to corral the bureaucracy behaves. It actually strikes me as a sign of weakness, if not paranoia, that he feels he needs to constantly overturn the apple cart,\u201d he said.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm4ghb5e1001g3b6mf1xlzb2p@published\" data-component-name=\"subheader\" id=\"this-happens-over-and-over-again\" data-article-gutter=\"true\">        \u2018This happens over and over again\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000y3b6mfk0cwn6u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Miao\u2019s downfall comes less than a year after former defense minister Li Shangfu was removed from the CMC.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy000z3b6m8o5xf0g1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The powerful body had six members \u2013 all deemed as Xi\u2019s loyalists \u2013 serving under the top leader when he began his unprecedented third term two years ago. If Miao is also removed, it would leave two vacant seats.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00103b6m86xx1yd2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Shih, the expert on Chinese elite politics, said many dictators, from former Soviet leader Joseph Stalin to Mao, have eventually turned against their own proteges.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00113b6m9urnwj8v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOnce all of their real competitors are gone, a dictator can never think to themselves: \u2018Oh well, all the threats are gone. I can just relax.\u2019 Because they always think that new threats could emerge, including from people who once were very close to them. This happens over and over again,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00123b6m3rpauyma@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As a result, the dictator is always looking for increasingly subtle signs that someone is plotting against them, said Shih, the author of \u201cCoalitions of the Weak,\u201d which examines Mao\u2019s hold on power in the late stage of his life.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00133b6mgykkma2w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            During Mao\u2019s last years, he turned against Lin Biao, his longtime protege, former defense minister and heir apparent, accusing him of plotting a coup.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm4gha9yy00143b6m7ei0wp8q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis kind of dynamic will become increasingly severe as Xi Jinping gets older, as his health is not as robust as previously.
