Investing in the care economy could change that"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6sqsgrq002q2cqj9r5dhczj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the Middle East and North Africa (MENA), just 18% of women are formally employed, according to the World Bank, far below the global average of 49%.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00023b6m49la7une@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Women in the region face varied barriers to entering the workforce, including legal restrictions, cultural pressures and violent conflicts. But one of the major factors behind the lack of<strong> <\/strong>women in the<strong> <\/strong>workforce is traditional gender roles, which place the burden of unpaid care work on them, said Susanne Mikhail Eldhagen, director of Women Employment in the Green, STEM (science, technology, engineering, and mathematics) and Care Economy for UN Women.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00033b6mczhuzwwu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Unpaid care work, which can include childcare, eldercare and domestic chores, is a drastically undervalued part of the economy in the Arab world, and is the biggest barrier to women\u2019s participation in the workforce globally, according to the International Labour Organization.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00043b6mt9re7eai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Bolstering the care economy, which encompasses care services, health and education, is one of the major focuses of an initiative<strong> <\/strong>launching this year, involving 22 governments and more than 100 private sector and international finance institutions. It is the next phase of UN Women\u2019s goal to raise women\u2019s employment in the region by 5% by 2030 by creating 400,000 jobs in key markets, such as the green and STEM sectors, which are rapidly growing in the region, in addition to the care economy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00053b6mfitziijf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Eldhagen said it\u2019s not just about the economic benefits: \u201cWhen a woman is economically and financially independent, it also affects other areas in her life, whether it\u2019s political participation, decision-making powers domestically, or the public space.\u201d    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/related-content\/instances\/cm6t18rrc001s3b6m92wtl6pf@published\" data-component-name=\"related-content\" class=\"related-content_without-image related-content_without-image--article\" data-article-gutter=\"true\">\n<p class=\"related-content_without-image__headline\">            <span class=\"related-content_without-image__title-text\" data-editable=\"content.title\">Related article<\/span>      <span class=\"related-content_without-image__headline-text\" data-editable=\"content.headline\">\u2018I don\u2019t think the world is getting the best talent\u2019: Meet the woman recruiting the next generation of \u2018risk-takers\u2019<\/span>    <\/p>\n<\/p>\n<\/div>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm6t0gi2q000u3b6mwbee32pq@published\" data-component-name=\"subheader\" id=\"high-return-on-investment\" data-article-gutter=\"true\">        \u201cHigh return on investment\u201d<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00073b6mb5328xc7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Currently, the MENA region\u2019s care services are estimated to meet just 10% of demand, said Eldhagen. <strong> <\/strong>    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00083b6miq9l34or@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Many governments are already taking action. In 2021, Egypt recategorized nurseries as micro-, small- and medium enterprises (MSMEs), which provides greater business benefits, including tax markdowns, and in 2024, Jordan streamlined the registration process for home-based nurseries, making it simpler to start a child-minding business from home.    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cm6t0wuax001f3b6mmxfdddw2@published\" class=\"image_inline-small image_inline-small__hide-placeholder\" data-image-variation=\"image_inline-small\" data-name=\"DSCF1318.JPG\" data-component-name=\"image\" data-observe-resizes=\"\" data-breakpoints=\"{&quot;image_inline-small--eq-extra-small&quot;: 115, &quot;image_inline-small--eq-small&quot;: 300}\" data-original-ratio=\"0.6666666666666666\" data-original-height=\"4160\" data-original-width=\"6240\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/dscf1318.JPG?c=original\" data-editable=\"settings\" data-article-gutter=\"true\">\n<div class=\"image_inline-small__container \" data-image-variation=\"image_inline-small\" data-breakpoints=\"{&quot;image_inline-small--eq-extra-small&quot;: 115, &quot;image_inline-small--eq-small&quot;: 300, &quot;image_inline-small--show-credits&quot;: 525}\">           <\/div>\n<div class=\"image_inline-small__metadata\">\n<div class=\"image_inline-small__caption attribution\">    <span data-editable=\"metaCaption\" class=\"inline-placeholder\">Susanne Mikhail Eldhagen, of UN Women.<\/span>  <\/div><figcaption class=\"image_inline-small__credit\">UN Women Regional Office for Arab States<\/figcaption><\/div>\n<\/p>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q00093b6m8jj56xnd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Improving access to childcare alone is not enough to reduce the burden of care, which often involves other housework, said Ragui Assaad, a research fellow at the Economic Research Forum, a network that promotes economic research to boost sustainable development in the region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000a3b6mcvionyio@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He believes investment is needed across the entire health, education and social care sector to reduce the burden of unpaid care work from multiple angles.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000b3b6mk0sqz0f9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Reframing the way governments view spending on education or health \u2014 as \u201cinvestment\u201d rather than \u201cexpenditure\u201d \u2014 could also create an environment for more future-thinking decision-making, said Assaad: \u201cThere\u2019s a huge amount of research that shows that investing in, let\u2019s say, early childhood care and education, has a very high return on investment.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000d3b6ms24ujp2h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last year, Saudi Arabia\u2019s female workforce hit a record high of 36%, significantly more than the regional average \u2013 due to the nation\u2019s investment into comprehensive care policies, including \u201cinterventions such as the Qurrah childcare subsidy, increased maternity leave, flexible work options, and expanded vocational training for women in traditionally male-dominated occupations,\u201d said El-Kogali, who delivered a keynote speech that highlighted the Kingdom\u2019s rapid gender reforms in the workplace at the Global Labor Market Conference in Riyadh last week.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000e3b6msumiaqo3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIn MENA, closing the gender gap in employment could increase GDP per capita by 51% in the average economy. In this context, women\u2019s economic empowerment and opportunities must be at the center of the agenda for inclusive growth in our region,\u201d she added.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm6t0gf66000s3b6m307vc8l9@published\" data-component-name=\"subheader\" id=\"an-undervalued-sector\" data-article-gutter=\"true\">        An undervalued sector<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000g3b6m7ikauabk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Workforce participation rates for women vary wildly across the region, from 5% in Yemen to 63% in Qatar, and in some countries, much of that is in the form of foreign workers: in Qatar, for example, excluding foreign female workers, the participation rate was just 37% in 2018.<strong><\/strong>    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000h3b6me51xgaaf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Migrant workers, both male and female make up a huge proportion of the region\u2019s labor force, particularly in the Arab states. More than 1.6 million migrant women are employed in the Arab states as domestic workers, elevating female labor participation rates and enabling more local women to enter the workforce.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000i3b6m64e1bpyw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But this has its issues. Migrant domestic<strong> <\/strong>workers in the Arab states are often explicitly excluded from labor laws, or accounted for in legislation that provides lower labor standards than for citizens.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000j3b6m4tkr81nk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Charlotte Karam \u2014 a professor at the Telfer School of Management at the University of Ottawa, Canada, and leader of the Beirut-based SAWI Project, which aims to improve data on Arab women in the workplace \u2014 said many women in the region feel frustrated that the only way they can have a successful career is through \u201cmarginalized\u201d foreign domestic workers. This is a global problem, she said, adding that even paid care work is undervalued. \u201cThere needs to be some sort of revolution to recognize the importance of care work, and how it\u2019s fundamentally the foundation upon which all other economies function.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000k3b6mawovjt9m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While robust care policies and infrastructure are still lacking in many nations, Karam says she\u2019s witnessed huge progress since she began working in the MENA region a decade ago.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000l3b6m71l5ymrp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe rate of change in some of these more stable nations that have resources is very quick in comparison to the trajectory of women in the workforce in many other countries across the world,\u201d she<strong> <\/strong>said.    <\/p>\n<aside data-uri=\"cms.cnn.com\/_components\/pull-quote\/instances\/cm6t0pefn00133b6mpzfbvnq8@published\" data-component-name=\"pull-quote\" data-article-gutter=\"true\" class=\"pull-quote\">\n<p class=\"pull-quote__text inline-placeholder\" data-editable=\"text\">        There needs to be some sort of revolution to recognize the importance of care work, and how it\u2019s fundamentally the foundation upon which all other economies function.    <\/p>\n<p class=\"pull-quote__attribution inline-placeholder\" data-editable=\"attribution\">        Charlotte Karam, Tenured Professor, University of Ottawa    <\/p>\n<\/aside>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000m3b6mch2ocrh4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There\u2019s a cultural shift happening with men in the region, too, according to surveys conducted by UN Women.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000n3b6mo44x1rdf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cSeventy-six percent of all men in the Arab states region claim very explicitly that they spend too little time with their children,\u201d said Eldhagen, adding that 86% of decision-makers in the Arab states are in favor of longer paternity leave.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000o3b6mw6cewhbf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Changes like this could help redistribute domestic work more evenly between couples, allowing more women to enter the formal economy and lessening the dependency of households on a single income, said Eldhagen.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm6t0g90q000p3b6mep7qix57@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere\u2019s a very clear indication around when you get that second income, you can invest more in education and health.
