But no one expected to see a US president wielding the ax.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g00073b6mi0qntb0q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            When Trump won last year\u2019s election, there was a sense among some western diplomats in Washington that their governments knew how to handle a president who in his first term often made foreign policy by tweet. But the shock that drove European leaders to an emergency meeting in Paris this week suggests they underestimated just how destructive Trump\u2019s second term would be.    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/list\/instances\/cm7grgg4q000m3b6mbmvuyo91@published\" class=\"list \" data-article-gutter=\"true\">\n<ul data-editable=\"items\" class=\"list__items list__items--ul\">\n<li data-editable=\"items.0.text\" class=\"list__item inline-placeholder\">Trump has reversed US policy on the war in Ukraine, taking the side of the invader rather than the invaded party. He\u2019s parroting Russian President Vladimir Putin\u2019s talking points and is trying to push Ukrainian President Volodymyr Zelensky from power.<\/li>\n<li data-editable=\"items.1.text\" class=\"list__item inline-placeholder\">His Vice President JD Vance traveled to Munich, where he castigated European leaders as \u201ctyrants\u201d suppressing conservative thought and pressured Germany to dismantle the political \u201cfirewall\u201d that it set up to ensure that fascists could never again win power.<\/li>\n<li data-editable=\"items.2.text\" class=\"list__item inline-placeholder\">Defense Secretary Pete Hegseth meanwhile told Europeans that they now need to \u201ctake ownership of conventional security on the continent\u201d casting immediate doubt on security alliance NATO\u2019s foundational creed of mutual self-defense.<\/li>\n<\/ul>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g00083b6mbatq2yqb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Defense Secretary Pete Hegseth meanwhile told Europeans that they now need to \u201ctake ownership of conventional security on the continent\u201d casting immediate doubt on security alliance NATO\u2019s foundational creed of mutual self-defense.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g00093b6mhc9gs7lx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            America\u2019s repudiation of its traditional foreign policy is being driven by both Trump\u2019s particular obsessions and wider geopolitical changes. The United States remains the world\u2019s strongest power \u2014 but it no longer has the might that can force others \u2014 like China \u2014 to live by its rules. Indeed, it now has a president who has no intention of observing any economic, trade, and diplomatic rules at all and is threatening to annex Canada.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g000a3b6myicqnhp0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Not only that, but the new administration is actively seeking to destabilize friendly democracies and fuel a global movement of rightwing populism. Vance\u2019s speech warned that European governments threatened their own security more than China or Russia because of their policies on free speech and immigration. He also met the leader of the AfD, a far-right party in Germany with neo-Nazi roots and sought to boost far-right parties elsewhere who are challenging governments in France and Britain for example. Trump would rather deal with fellow travelers in a Make Europe Great Again (MEGA) movement than centrist leaders now in office.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g000b3b6m9v60rld4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            So, what can Europe do now that America \u2014 the country that rebuilt the continent from the ashes of World War II \u2014 seems to be becoming an openly hostile power?    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g000c3b6merbozlg5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            French President Emmanuel Macron, acting on the experience of his dealings with Trump during their first terms, has been warning for years that Europe needed to realize that America had become an unreliable partner. With doubts about the US military commitment to its allies, other members of NATO now have no choice but to hike shriveled military spending.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g000d3b6m7ke6xn69@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            This will be painful since many of Europe\u2019s governments are already struggling to balance the books and are under extreme pressure to maintain their popular welfare states. And getting all members of the European Union to agree on a more independent path will be treacherous. Some nations in Moscow\u2019s old neighborhood \u2013 like Poland and the Baltic states \u2013 understand the Russian threat all too well, but some smaller, Western European countries perceive the danger to be more distant. And the EU now includes some leaders who\u2019d love to help Trump do Putin\u2019s work for him in dividing the western alliance \u2014 Hungarian Prime Minister Viktor Orban for instance.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grfy4g000e3b6me3winqlx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In only 31 days in office, Trump has already changed the world.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7grh7b9000r3b6me1o6y9hw@published\" data-component-name=\"subheader\" id=\"what-to-watch-for-next-week\" data-article-gutter=\"true\">        What to watch for next week<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grga5y000k3b6mzshrbgti@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Barring a big surprise, the big international story will be Ukraine.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grhqpl000t3b6m0xphwcel@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            We may learn more about the prospects of a peace deal to end the war and how it would be implemented when Macron visits the White House on Monday and British Prime Minister Keir Starmer follows him on Thursday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grhqpl000u3b6meip5zz5k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The visits will be critical to showing whether there is any scope for US-European cooperation on the war \u2014 after the continent was shut out of US talks in Saudi Arabia with Russia this week. Both Britain and France say they\u2019re ready to send troops to Ukraine to monitor any eventual peace \u2014 but it\u2019s hard to fathom that such an operation could take place without US air, intelligence, and logistical support. Is Trump prepared to do this and risk angering Moscow, which has already ruled out the idea of foreign troops in Ukraine?    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grhqpl000v3b6myq0hs5lh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Look out also next week to see if either leader shows up in the Oval Office with an offer to raise their own defense spending \u2014 to impress their host.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grhqpl000w3b6m591kdue9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Macron plans to use his visit to try to insert some steel in Trump\u2019s spine following his latest round of genuflecting to Putin and will appeal to the US President\u2019s highly advanced sense of his own power.  \u201cI\u2019m going to say to Trump, \u2018Deep down you can\u2019t be weak in the face of Putin, it\u2019s not you, it\u2019s not your trademark\u2019,\u201d Macron said Thursday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grhqpl000x3b6m6ews9lxh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The UK isn\u2019t in the European Union anymore, but it\u2019s been in lockstep with Macron and other leaders from the bloc this week. Starmer is seeking to restore the UK\u2019s former role its traditional role as a bridge between its great friend the United States and Europe.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7grhqpl000y3b6mharci5pz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There\u2019s just one problem. Trump doesn\u2019t cross bridges.
