Power Rangers!\u201d in one scene, while a fifth Power Ranger \u2013 in black \u2013 brandishes a fistful of recovered devices in another.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7tifpbr00083b6mcsvw384i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt\u2019s morphin\u2019 time!\u201d wrote S\u00e3o Paolo\u2019s governor Tarc\u00edsio Gomes de Freitas in a post on X, in which he revealed the \u201cPower Rangers\u201d were in fact undercover law enforcement officers taking a novel approach to crime at the festival.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7tifpbr00093b6mt0uqa2w0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He alleged that as a result of the arrest, police had recovered four more stolen phones and roughly $2,425 in cash.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7tifpbr000a3b6mhoea67f5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOur Civil Police Power Rangers are putting on another show this Carnival!\u201d he added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7tifpbr000b3b6ms1z5sfi1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Brazil\u2019s most populous state says gangs specializing in theft and robberies often take advantage of large crowds at festival time, and credits its strategy of disguising undercover police as partygoers for significant declines in festival-related crimes.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7tifpbr000c3b6mqpco17z6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOver the pre-Carnival weekend, 880 cases of cell phone theft and robbery were reported, a significant drop from the 2,344 cases recorded in the same period last year,\u201d S\u00e3o Paulo\u2019s government said recently.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7tifpbr000d3b6m2ay7gpvw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The police don\u2019t just dress up as Power Rangers, however.
