Can they seize momentum back from Trump?"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wb69vf007826qe5v7j6wft@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            European leaders will once again try to grasp control of negotiations over the war in Ukraine on Thursday, in an increasingly frantic tug-of-war against the US and Russia that could be nearing a climax.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wb6c3s00003b6ma0nz5s14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Heads of the 27 European Union (EU) nations are meeting at a special summit in Brussels to discuss a path forward in the conflict. But some fear that the involvement of ambivalent countries could derail efforts to put together a peace plan which might satisfy both Kyiv and Washington.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbax0x00033b6mom9eoi1v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Europe is \u201centering a new era,\u201d French President Emmanuel Macron admitted in a televised address on Wednesday night, describing an increased weariness over the shift in tone of US President Donald Trump toward Moscow.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbc8b000073b6maagl6oro@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe United States, our ally, has changed its position on this war, is less supportive of Ukraine and is casting doubt on what will happen next,\u201d Macron warned.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbe6yh000a3b6mo4t7hoas@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Thursday\u2019s meeting is the latest in a string of sessions aimed at finding a ceasefire deal with Ukraine\u2019s support before the US and Russia force one on Kyiv. A Sunday summit in London saw some progress: UK Prime Minister Keir Starmer said a small group of European nations would work with Ukraine\u2019s President Voldoymyr Zelensky on a ceasefire proposal, then present it to the US \u2013 a workaround that might avert another meltdown in relations between Trump and Zelensky.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wf09pp00003b6mll5cwlhm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Zelensky said on Telegram Wednesday that Kyiv and Europe \u201care preparing a plan for the first steps to bring about a just and sustainable peace. We are working on it quickly. It will be ready soon.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbelgr000d3b6mu5rkpuai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Thursday\u2019s EU-wide meeting has a key difference: It involves every nation in the bloc, not just the countries who opted to attend Starmer\u2019s summit. And some countries are neither willing nor interested in supporting Ukraine\u2019s fight for survival.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbi80d000g3b6m26t86uja@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Hungarian Prime Minister Viktor Orban has repeatedly resisted calls to support Kyiv militarily. Unlike most of his European counterparts, he supported Trump following the president\u2019s argument with Zelensky, writing on X: \u201cStrong men make peace, weak men make war.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7wbm1xx000o3b6m5s4bpksd@published\" data-component-name=\"subheader\" id=\"sharing-the-burden\" data-article-gutter=\"true\">        Sharing the burden<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wblzvn000m3b6mrw85qg5v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Reaching an agreement on that will prove difficult. Without singling any countries out, the diplomat highlighted how the countries that aren\u2019t paying their \u201cfair share\u201d when it comes to Ukraine are also usually failing to spend over 2% of their gross domestic product on defence.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbnav8000u3b6mojf9hhys@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some serious progress is nonetheless expected. European Commission President Ursula von der Leyen announced a plan to rearm Europe in the build-up to the summit, and said the bloc could mobilize funds up to 800 billion euros ($862 billion) to achieve it. \u201cWe are in an era of rearmament,\u201d she said in a statement Wednesday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbswye000z3b6mhs79m0do@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe question is no longer whether Europe\u2019s security is threatened in a very real way,\u201d she added. \u201cOr whether Europe should shoulder more of the responsibility for its own security. In truth, we have long known the answers to those questions.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbpih6000x3b6mz56z88iq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There are immediate discussions taking place too: including on what the peacekeeping force deployed to Ukraine to uphold a potential ceasefire might look like. First proposed just two weeks ago, the force has quickly morphed from an idea to an apparent condition of any deal.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbvln000173b6mavqzdj0t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But the official said Eastern European states that neighbor Russia were concerned that contributing to the force might leave their own borders vulnerable \u2013 a fear that Poland has been particularly open about since it was first raised.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbvln000183b6msr5our9x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEuropean NATO has about 5,000 kilometers (3,100 miles) of eastern border, so you don\u2019t want to empty the eastern border,\u201d the official said. \u201cMost likely the boots on the ground, if there is to be such a component, will not come from countries like Finland or Poland who are frontline countries already and need to keep the boots on their own ground.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbv4bk00153b6m0oxe13vq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The official said it was a \u201creasonable assumption\u201d that most of the troops would come from Britain, France and Turkey.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbx129001d3b6mhfop8k3w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The official said a timeline for confidence-building measures was under discussion, but said it might prove \u201cchallenging\u201d for a limited ceasefire in Ukraine and prisoner swaps to begin by Easter. Agreeing and implementing a full-blown ceasefire across the whole front line in that timeframe would be \u201ccompletely unrealistic,\u201d they added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7wbx0hy001b3b6moih00ekv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Zelensky will attend Thursday\u2019s meeting in Brussels. He has been welcomed warmly by European leaders at recent meetings in Paris and London, a dramatic contrast to his frosty reception at the White House.
