The answer may surprise you"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7v6gur900003b6mldiy0nx6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Europe is staring down the barrel of a stark new reality where the United States being the backbone of NATO \u2013 the alliance that has guaranteed the continent\u2019s security for almost 80 years \u2013 is no longer a given.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7vapvhl00013b6mamao3hs3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            President Donald Trump\u2019s public animosity towards Ukraine\u2019s Volodymyr Zelensky, his willingness to embrace Russia\u2019s Vladimir Putin and recent comments casting doubt over whether he would defend NATO allies \u201cif they don\u2019t pay\u201d have all forced European leaders to start thinking the previously unthinkable &#8211; is the US a reliable security partner at a time when the continent is being rocked by its biggest war since the 1940s?    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijve00023b6maprpoc3u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But NATO without the US is far from impotent, with more than a million troops and modern weaponry at its disposal from the 31 other countries in the alliance. It also has the wealth and technological knowhow to defend itself without the US, analysts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00033b6m0cvyytwf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US and Germany are the biggest contributors to NATO\u2019s military budget, civil budget and security investment program, at almost 16% each, followed by the UK at 11% and France at 10%, a NATO fact sheet says. Analysts say it wouldn\u2019t take much for Europe to make up for the loss of Washington\u2019s contribution.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00053b6m12m9lxss@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEurope alone (still has) a capacity to muster the resources it would need to defend itself, it\u2019s just a question of whether (it is) willing to,\u201d Schreer said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00063b6mtxxc4012@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And that\u2019s the key question. Over more than 75 years and the administrations of 14 different US presidents, including the first Trump administration, the US has been the sinew that has kept the alliance together.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00073b6mmg4cfxyp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            During the Cold War, US troops on the continent were there as a deterrent to any Soviet ambitions to expand the Warsaw Pact alliance and eventually saw out its end when the Berlin Wall fell in 1989. NATO campaigns in the Balkans in the 1990s were conducted with US troops and airpower. And, until the second Trump administration took office on January 20, Washington spearheaded aid for Ukraine.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00083b6m2fwfjwjp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Those decades of trans-Atlantic solidarity may have come to an end in recent days, analysts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00093b6mxnugz7ml@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Trump\u2019s Oval Office blow-up with Zelensky &#8211; after which he halted US aid to Kyiv &#8211; \u201cfelt like a deeper rupture, not just with Ukraine, but with the US \u2018free world\u2019 strategy from Truman through Reagan,\u201d Dan Fried, a senior fellow at the Atlantic Council and former US assistant secretary of state for Europe, said on the council\u2019s website.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqbkc600003b6m7vclgra1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            John Lough, a former NATO official who is now an associate fellow at the Chatham House think tank in London, sees an even more profound split in the alliance.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7svbres002k3b6m5s36euud@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s a fracture that Lough sees as unrepairable.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7svgaim002n3b6mqtq677c2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOnce you start to lose part of that commitment, you effectively lose it all,\u201d Lough said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7ty8qt1000d3b6mt0v5w7b8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some people in European circles are starting to ask whether Washington should be described \u201cin some ways as an enemy,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000b3b6m8aidzfyd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But some analysts say a NATO without the US is not a bad idea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000c3b6my14ozx1e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAs soon as US allies become convinced that they can no longer trust in US capabilities to defend them when push comes to shove<em>,<\/em> they will rush to pick up the slack and work towards growing their own capabilities,\u201d Moritz Graefrath,<em> <\/em>a postdoctoral fellow in security and foreign policy at William &amp; Mary\u2019s Global Research Institute, wrote in War on the Rocks last year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000d3b6m12tdukvp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt is in this sense that \u2014 perhaps counterintuitively \u2014 a withdrawal of US forces will create an even stronger, not weaker, Europe,\u201d Graefrath wrote.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7y3xhbe00003b6m614r3wa0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Prime Minister of NATO member Poland, Donald Tusk, thinks this process has started already.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7y8oylt000i3b6mgsytfnoq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEurope as a whole is truly capable of winning any military, financial, economic confrontation with Russia &#8211; we are simply stronger,\u201d he said ahead of a European Union summit this week. \u201cWe just had to start believing in it. And today it seems to be happening.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7sqjbeb001c3b6mjfo4bbf6@published\" data-component-name=\"subheader\" id=\"what-does-europe-have\" data-article-gutter=\"true\">        What does Europe have?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000f3b6m0wozdu4s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In concept, a European military could be formidable.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000g3b6m6i5e0iiz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Turkey has NATO\u2019s largest armed forces after the United States, with 355,200 active military personnel, according to the Military Balance 2025, compiled by the IISS. It\u2019s followed by France (202,200), Germany (179,850), Poland (164,100), Italy (161,850), the United Kingdom (141,100), Greece (132,000) and Spain (122,200).    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000h3b6mp3oc2g9m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Turkey also has the most army personnel, which make up of the majority of frontline ground troops, with (260,200), France (113,800), Italy (94,000), Greece (93,000), Poland (90,600) the UK (78,800), Spain (70,200) and Germany (60,650), according to the IISS report.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000i3b6mxmji16cc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In contrast, there were about 80,000 US troops assigned or deployed to bases in NATO countries as of June 2024, a July 2024 report from the Congressional Research Service (CRS) says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000j3b6m5vhhqlkh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Most of those US troops are in Germany (35,000), Italy (12,000) and the UK (10,000), the CRS says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000k3b6m46nywthi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some of the larger NATO nations also have weapons equal to or many times better than what Russia has.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000l3b6mjtavwqzd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Take aircraft carriers for instance. While Russia has a single, antiquated aircraft carrier, the UK alone has two modern carriers capable of launching F-35B stealth fighters. France, Italy and Spain field aircraft carriers or amphibious ships capable of launching fighter jets, according to the Military Balance.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000m3b6md2zr28dr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Aside from the US, France and the UK maintain nuclear forces, with both deploying ballistic missile submarines.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000n3b6mlcyig3et@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The NATO allies besides the US have about 2,000 fighter and ground-attack jets among them, with dozens of new F-35 stealth jets included in that number.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000o3b6mb08lg12e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ground forces include modern tanks, including German Leopards and British Challengers, donated units of which are now serving in the Ukrainian military. European NATO countries can field powerful cruise missiles, like the joint Franco-British SCALP\/Storm Shadow, which has also proven itself on the Ukrainian battlefield.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000p3b6mn6us8pbi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Military Balance 2025 report notes that Europe is taking steps to improve its military forces without US help. In 2024, six European countries united in a project to develop ground-launched cruise missiles, made moves to increase munitions production capacity and to diversify their supplier base, looking to countries like Brazil, Israel and South Korea as new sources for military hardware.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000q3b6ms2ibqwry@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Analysts say even if the US were to completely pull out of Europe, it would leave important infrastructure behind.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000r3b6mgpdpjqhs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US has 31 permanent bases in Europe, according to the Congressional Research Service &#8211; naval, air, ground and command-and-control facilities that would be available to the countries where they are located if the US were to leave.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000s3b6myd308h2a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And Graefrath notes, that infrastructure would not be lost to Washington if there is regret after a possible US withdrawal.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000t3b6mp7fgq824@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt leaves much of the US military infrastructure intact for an extended period (ensuring) that the United States retains the ability to make a military return if Europe were to fail to respond as predicted,\u201d he wrote.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7sqiuiu00193b6mp8xs2yes@published\" data-component-name=\"subheader\" id=\"what-comes-next\" data-article-gutter=\"true\">        What comes next?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf000z3b6mlf01l4ty@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some hope that the talk of a US withdrawal from NATO is just Trump bluster aimed at pushing allies to cough up and spend more on defense.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7y6fbey000d3b6m2vo4a87c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            They say the world, and another key US alliance, have been here before \u2013 during Trump\u2019s first administration, when he reportedly asked the Pentagon to look at options for drawing down US troops stationed in South Korea as protection against nuclear-armed North Korea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7y5n0v3000b3b6mlhy7adrk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That came as Trump prepared for meetings with North Korean dictator Kim Jong Un at which he hoped to persuade Kim to commit to giving up his nuclear arsenal.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00123b6m58ugdu1b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Kim rejected all entreaties for him to give up his nuclear weapons program.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00133b6mbpq8jhwp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Trump-Kim meeting \u201cwas sold as a big success despite that fact that it wasn\u2019t,\u201d said Schreer.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00143b6mb8lnj763@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Afterward, the US returned to \u201cbusiness as usual\u201d on the Korean Peninsula, Schreer said. The US \u2013 with tens of thousands of troops in South Korea \u2013 kept them there. Bilateral exercises with Seoul\u2019s forces resumed, US warships visited South Korean ports and US Air Force bombers flew over the region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7sqijvf00153b6m17r5b1j2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The same could occur in Europe if Trump doesn\u2019t get what he wants from Putin, analysts said.
