The \u201ctwo sessions\u201d gathering of China\u2019s rubber-stamp legislature and its top political advisory body is where the government reveals its plans and sets the tone for the year ahead.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000b3b6mh23f76u7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The top item on its priority list? Boosting consumer demand to ensure China doesn\u2019t need to rely on exports to power its vast but slowing economy. And the next: driving forward leader Xi Jinping\u2019s bid to transform the country into a technological superpower, by ramping up investment and enlisting the private sector.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000c3b6mdfnc8wf5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Beijing is making these moves as it prepares for what could be a protracted economic showdown with the United States. Trump doubled additional tariffs on all Chinese imports to 20% on Tuesday and has threatened more to come \u2013 as well as tighter controls on American investment in China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000d3b6m2yfs1zdu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe can prevail over any difficulty in pursuing development,\u201d China\u2019s No. 2 official Li Qiang told thousands of delegates seated in Beijing\u2019s Great Hall of the People at the opening meeting of the National People\u2019s Congress Wednesday. It was used nearly a dozen times during a press conference held by China\u2019s economic tsars on Thursday, splashed across state media coverage and included in a pointed reminder \u2013 that \u201cconfidence builds strength\u201d\u2013 during the closing lines of Li\u2019s nationally broadcast speech.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000h3b6ma6a96c3m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That optimism might be more aspiration than reality. Many in China are looking to the future with uncertainty. They\u2019re more willing to save than spend, while young people are struggling to find jobs and feeling unsure whether their lives will be better than those of their parents.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000i3b6maqljelhx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But unlike last year, the country is entering 2025 buoyed by the market-moving successes of Chinese firms and technology. And while Trump\u2019s return has Beijing concerned about economic risks, it\u2019s also eyeing opportunity for its own rise.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7zw622f001u3b6m7m0ygyxw@published\" data-component-name=\"subheader\" id=\"confidence-boost\" data-article-gutter=\"true\">        Confidence boost<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000l3b6mzy5ksgcx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            This mood isn\u2019t just percolating in the halls of power.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000m3b6mscdlsrv0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On the streets of the capital, gleaming homegrown electric vehicles weave through traffic, including those from carmaker BYD, which now goes toe-to-toe with Elon Musk\u2019s Tesla for global sales \u2013 a reminder of China\u2019s successful push to become a leader in green tech.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8078isi00003b6mjqx9ti4a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Then there\u2019s the box office record-smashing animation \u201cNe Zha 2\u201d and the breakout success of privately owned Chinese AI firm DeepSeek. Its large language model shocked Silicon Valley and upended Western assumptions about the costs associated with AI.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000o3b6mgkcfp219@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In Beijing this week, \u201cyou can ask DeepSeek\u201d has been a playful and proud punchline in casual conversation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000p3b6mhs5ex9c4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cLast year, people may have been impacted by the US narrative that China is declining, that China has peaked,\u201d said Wang Yiwei, director of the Institute of International Affairs at Renmin University in Beijing. \u201cWe still have many difficulties. We still have many problems, of course, but it\u2019s not that we\u2019ve reached peak China.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000r3b6mao8200o9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cChina is developing quickly now and that\u2019s attracted international attention, especially from the United States,\u201d but that may not be a bad thing, said a medical graduate student surnamed Xia. \u201cTrump\u2019s increase on tariffs is competition \u2026 (and) if there\u2019s no competition maybe China\u2019s independent development is not sustainable.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7zw5ogn001r3b6mwvqdu794@published\" data-component-name=\"subheader\" id=\"high-stakes-rivalry\" data-article-gutter=\"true\">        High stakes rivalry<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000t3b6mqj7yswnf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But even as Chinese officials seek to project confidence, international observers say the economic stimulus measures announced this week show Beijing is girding itself for major challenges to come.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000u3b6mocn9zbu1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Premier Li alluded to that in his opening address. \u201cThe external environment is becoming more complex and severe, which may have a greater impact on the country\u2019s trade, science and technology and other fields,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k000v3b6mdb5y63gw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China doesn\u2019t want to deal with that volatility while also grappling with a weak economy at home. That\u2019s one reason why it\u2019s trying to boost consumption and spur growth, setting an ambitious expansion target of \u201caround 5%\u201d this year. That\u2019s another key part of the government\u2019s 2025 agenda \u2013 and a long-term objective of Xi, who unlike US presidents is not subject to term limits on his leadership.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00113b6m7k7hafwl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Beijing is pushing for innovations in AI, robotics, 6G and quantum computing, announcing a state-backed fund to support tech innovation and even welcoming foreign enterprises \u2013 in a significant tone shift for Xi \u2013 to play a role.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00123b6m5dj9ngwg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China is still smarting from the first Trump administration\u2019s campaign to keep its tech champion Huawei out of global mobile networks and from the Biden administration\u2019s efforts to convince allies to join it in cutting Chinese access to advanced semiconductors.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00133b6m6lzfqnns@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last month, Washington said it was considering expanding restrictions on US investment in sensitive technologies in China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00143b6m7t8jsuaw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Beijing this week has also touted its confidence in advancing no matter the barriers.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00153b6mihwxsg66@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cBe it space science or chip making, unjustified external suppression has never stopped,\u201d Chinese Foreign Minister Wang Yi told reporters Friday. \u201cBut where there is blockade, there is breakthrough; where there is suppression, there is innovation.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00163b6mjifwau2r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe are witnessing an ever-expanding horizon for China to become a science and technology powerhouse,\u201d he said.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm7zw5cge001o3b6mk2zapltz@published\" data-component-name=\"subheader\" id=\"the-trump-threat\" data-article-gutter=\"true\">        The Trump threat?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00183b6m0kmvrtpc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            How much Trump\u2019s policies will challenge China remains an open and urgent question for Beijing.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k00193b6mpgka96yz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US president has refrained so far from slapping Chinese imports with the blanket 60% or more tariffs that he had threatened on the campaign trail.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k001a3b6m64jrgr1a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He\u2019s been focused elsewhere, including on unleashing sweeping changes to US global leadership by decimating US foreign assistance, threatening to take control of other countries\u2019 sovereign territory, and upending US alliances in Europe, while pulling closer to Russia at the expense of Ukraine.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7zw524k001b3b6mybvj0iqz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There are potential risks for Beijing in that shake-up.
