The United Nations nuclear watchdog warns that Iran has rapidly expanded its stock of what is considered near-bomb-grade uranium. Iran denies it wants a nuclear bomb and insists that its nuclear energy program is \u201centirely peaceful.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tm00063b6mip0t0ygn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s onto this stage that China now steps with its own diplomatic push, which observers say fits with Beijing\u2019s aim to position itself as an alternative global leader to the US \u2013 a goal Chinese leaders see more opportunity to achieve as Trump shakes up foreign policy with his \u201cAmerica First\u201d agenda.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tm00073b6mys5niccr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cChina is increasingly motivated to deepen its involvement (in the Iran nuclear issue) to safeguard its interests, expand its regional influence and reinforce its image as a responsible global power,\u201d said Tong Zhao, a senior fellow at the Carnegie Endowment for International Peace think tank in Washington.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn00083b6mltcvb4yg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            By having both Russia and Iran in the room, China \u201cmay also aim to highlight the significance of non-Western approaches to resolving global challenges,\u201d he added.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm885l2f600143b6mn0fp9w0j@published\" data-component-name=\"subheader\" id=\"competing-to-solve-the-issue\" data-article-gutter=\"true\">        \u2018Competing to solve the issue\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000a3b6mub1liz7b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China has long been an advocate for the 2015 nuclear deal \u2013 or Joint Comprehensive Plan of Action (JCPOA). The agreement, originally negotiated between all five permanent members of the UN Security Council and Tehran, restricts Iran\u2019s nuclear program.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000b3b6m1qotwrl5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Beijing has criticized the US withdrawal from the pact, while opposing American sanctions on Iran. Tehran moved away from its nuclear-related commitments following the US withdrawal.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000c3b6m2mpwjj2v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Under the 2015 deal, countries have until October to trigger a so-called \u201csnapback\u201d of international sanctions on Iran that were lifted under the JCPOA.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000d3b6mu9pg1u4h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe still hope that we can seize the limited time we have before the termination date in October this year, in order to have a deal, a new deal so that the JCPOA can be maintained,\u201d China\u2019s UN Ambassador Fu Cong told reporters ahead of a special UN Security Council meeting on Iran\u2019s nuclear program on Wednesday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000e3b6mx0u7un1m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cPutting maximum pressure on a certain country is not going to achieve the goal,\u201d he said, in a reference to Trump\u2019s approach to isolate Iran economically and diplomatically to stop Tehran from obtaining a nuclear weapon.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000f3b6mytc437xx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Trump last week told Fox News he had written to Iran\u2019s Supreme Leader Ayatollah Ali Khamenei, adding: \u201cthere are two ways Iran can be handled: militarily, or you make a deal. I would prefer to make a deal, because I\u2019m not looking to hurt Iran.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000g3b6mnp4qugc0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Iran has signaled in recent days it has no interest in speaking to Trump, with Khamenei criticizing efforts to negotiate from \u201cbully states.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000h3b6m0qk90l4o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s unclear what form a potential new agreement would take \u2013 or how it would be brokered. But not reaching a deal could lead to escalation of the ongoing conflict in the Middle East that\u2019s seen Israel and Iran exchange direct strikes or could see Tehran shift its position on nuclear weapons, observers say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000i3b6mh8bdpi2y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEffectively, everyone\u2019s competing to solve this issue,\u201d said Sanam Vakil, director of the Middle East and North Africa program at the London-based Chatham House think tank. \u201cIn the climate of several parallel efforts, this was an opportunity for Russia and China to align and try to put forward their version of what a deal might look like.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000j3b6mm3hv4nvq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Both Beijing and Moscow are united in \u201cnot wanting to see Iran weaponize its nuclear program and trying to diplomatically look for a solution,\u201d but may want a narrower deal focused around Tehran\u2019s nuclear program, while Europe and perhaps the United States would like a broader agreement, according to Vakil.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000k3b6mrppqxcdg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Iran also sees China and Russia as potential allies in such discussions. Tehran and Moscow have heightened cooperation in recent years as Iranian drones help Russia wage war in Ukraine.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000l3b6m81uet9nx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China remains a key economic and diplomatic backer for Iran, but also looks to balance its relationship with Tehran with growing ties to partners like Saudi Arabia. Last week, Russia, China and Iran held what Chinese state media said was their fifth joint naval drill since 2019.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000m3b6mci6a1fe1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cFor Iran, (the meeting in China) is a symbolic opportunity. It can continue to show its alignment with Russia and China \u2026 (and) continue to message that it seeks engagement,\u201d Vakil said.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm885ldd100173b6mo0zvpm47@published\" data-component-name=\"subheader\" id=\"chinas-calculus\" data-article-gutter=\"true\">        China\u2019s calculus<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000o3b6mlxwkxomb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A show of the trio\u2019s alignment may also benefit Beijing at a time when the Trump administration seeks to undercut Beijing and Moscow\u2019s close ties and push back against what they view as an emerging \u201caxis\u201d between China, Russia, Iran and North Korea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm886c3ac0001356murfrj5rf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia has also offered to participate in nuclear talks between the US and Iran, a Kremlin spokesperson said, as Moscow-Washington ties warm under Trump.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000p3b6mnqvlm7g0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe future policy directions of Russia and Iran will significantly influence China\u2019s strategic options in the Middle East and beyond,\u201d said Carnegie Endowments\u2019s Zhao, pointing to this as one reason for Beijing to enhance its communication with Moscow and Tehran on such issues.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000q3b6mq0q0pvgn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cSuch coordination also signals solidarity against potential US efforts to sow division among them,\u201d he added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000r3b6m8v2eomdf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Beijing has much at stake in the Middle East.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000s3b6m6gqmfue4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China relies on the region for energy and has worked to deepen its strategic ties there, including with wealthy Gulf states and traditional US allies. Beijing showed its ambitions to become a power player in the region in 2023 when it played a role in brokering a rapprochement between longtime rivals Iran and Saudi Arabia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000t3b6mxhz401st@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China is also likely warily eying the potential that its own firms\u2019 commercial ties to Iran could become entangled in Trump\u2019s pressure tactics in Iran if no deal is reached, observers say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9tn000u3b6mclc6gfzg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The meeting in Beijing, however, \u201cis not an indication that China is interested in giving Russia and Iran a free ride here or allowing them to continue to subvert proliferation norms,\u201d said Esfandyar Batmanghelidj, founder of the Bourse and Bazaar Foundation think tank.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9to000v3b6m67x4i082@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhat this reflects is China\u2019s serious concerns that this crisis could accelerate in the Middle East if the Iran nuclear program is not dealt with through negotiations,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9to000w3b6mmfhd8wgx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Still, there are limits to Beijing\u2019s capacity to be a broker on this issue even as it looks to amplify its role. It\u2019s a comparatively inexperienced player in a region where the US has long been the dominant power, and despite its economic links to Tehran, observers say it has little sway over the country\u2019s policy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm885h9to000x3b6me823xahn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe Russians and Iranians understand that this is a relatively new role that China is taking as a mediator for these larger international disputes.
