Europe is scrambling to prepare its citizens for the growing threat of conflict arriving on its doorstep.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00063b6ob7fe7x9y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Several European nations have been offering sobering guidance in recent months \u2013 envisioning garages and subway stations transformed into bunkers and promoting psychological resilience.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00073b6ofrekq1mw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            One overarching message is the need for a change in the population\u2019s mentality to become war ready. As NATO Secretary-General Mark Rutte told security experts in Brussels in December: \u201cIt is time to shift to a wartime mindset.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00083b6o9ibew8lg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It comes as European leaders fear that Russian President Vladimir Putin, emboldened by gains in Ukraine, could try to push further into the continent, while Europe\u2019s longtime and powerful ally, the United States, adopts a more hostile stance to maintaining European security, raising doubts over how far it would be willing to intervene should a NATO country be invaded.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00093b6oho72ax77@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But questions remain over how effective these contingency plans would really be, and \u2013 moreover \u2013 whether civilians will take the guidance seriously.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm9bbuhcf001k3b6oe20bd3ou@published\" data-component-name=\"subheader\" id=\"go-indoors-close-all-windows-and-doors\" data-article-gutter=\"true\">        \u2018Go indoors, close all windows and doors\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000b3b6ofbbhdhp9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The European Commission has urged all citizens to stockpile enough food and other essential supplies to sustain them for at least 72 hours in the event of a crisis. In guidance released in March, the commission stressed the need for Europe to foster a culture of \u201cpreparedness\u201d and \u201cresilience.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000c3b6oto5lmfq0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It came as individual countries have also been putting their own guidance in place for emergencies, including conflict.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000d3b6op2odj7jx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last June, Germany updated its Framework Directive for Overall Defense, giving directions on what to do should conflict break out in Europe. The document envisions the complete transformation of daily life for German citizens in the event of war.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000e3b6ovx5b4r94@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Sweden has issued a survival guide titled, \u201cIf Crisis or War Comes.\u201d The pamphlet was distributed to millions of households in November, after being updated for the first time in six years due to increasing military threat levels.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000f3b6o9arczkyd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That leaflet instructs Swedes on how warnings would be issued in the event of war, including an outdoor alert system which it says is operational in most areas. \u201cGo indoors, close all windows and doors and, if possible, switch off the ventilation. Listen to Swedish public broadcaster Sveriges Radio, channel P4 for more information,\u201d the pamphlet instructs.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000g3b6o8gzatff4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It offers advice on where to seek shelter during an air raid, including cellars, garages and underground metro stations. If caught outside with no immediate cover, it advises to lie on the ground, \u201cpreferably in a small pit or ditch.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000h3b6od0t9bsv2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Specific advice is given to Swedish citizens regarding attacks using nuclear weapons, telling them to \u201ctake cover as you would during an air raid. Civil defense shelters provide the best protection.\u201d It adds: \u201cRadiation levels will lower drastically after a couple of days.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000i3b6ou2hgafkt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It also includes tips on evacuation, how to stop bleeding, dealing with anxiety, and how to speak to children about crisis and war.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000j3b6oagbco9bo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Finland \u2013 which shares a 1,340-kilometer (830-mile) border with Russia, the longest of all NATO member states \u2013 the defense of its sovereignty against Moscow has long been part of the country\u2019s psyche.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000k3b6ojc5lk04m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The country has been preparing for the possibility of a conflict with Russia for decades. Since the 1950s, the construction of bomb shelters under apartment blocks and office buildings has been mandatory.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000l3b6ovmg4l6fe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But certainly, the Nordic state, which joined NATO in 2023 after decades of nonalignment, has been accelerating its state of readiness since Russia\u2019s full-scale invasion of Ukraine in 2022.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000m3b6o7f2xf4i9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Two years ago, prompted by Russia\u2019s war, the Finnish government took stock of its available emergency shelters, finding it had a total of 50,500 \u2013 which could shelter a possible 4.8 million people in a country of 5.6 million.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000n3b6oj4jcdwj7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Helsinki\u2019s interior ministry also issued new crisis guidance in November, giving readers advice on how to prepare for long power cuts, water outages, telecommunications disruptions, extreme weather events and military conflict.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm9bbu26t001h3b6okwzy2db6@published\" data-component-name=\"subheader\" id=\"will-people-listen\" data-article-gutter=\"true\">        Will people listen?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000p3b6oqowo9qe6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While nations have updated their civilian protection guidance, there remains no guarantee on how much attention individuals will pay to it.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000r3b6o0yz61s2f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            However, she added: \u201cThe fine line to walk obviously is to increase preparedness without going into alarmism and catastrophizing. We want people to be aware, we don\u2019t want them to be freaked out.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000s3b6ols3cwjml@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For some countries, particularly those caught in Moscow\u2019s sphere of influence, the threat from Russia feels more tangible. For others, it\u2019s harder to grasp.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000t3b6ovgpgqwam@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Major points to Finland \u2013 which lost territory to Russia during the Winter War in 1939-40 \u2013 and the Baltic nations, which were annexed by the Soviet Union between 1940 and 1991, as countries where the threat from Russia is more embedded in what she called the countries\u2019 \u201cDNA.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000u3b6o60bn51u1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe existential threat, the fear of being overrun, of disappearing from the map, is very real in the Baltic states. They wonder why other countries don\u2019t get it,\u201d she said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000v3b6oq7p6nlpw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe Finns, for the entire Cold War period, took defense seriously,\u201d Major added. \u201cWhy are we all going to Finland now and looking at their bunker system and their stocks of medication and their reservist system? They learned from history; nobody is going to help us. We have to do it on our own.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000w3b6ozoh3v8v7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Major named Portugal, Italy and the United Kingdom as countries where the threat from Russia is less present in the national consciousness. Italy, she says, is more concerned with the threat from terrorism and instability from fragile states close to the country\u2019s southern border. \u201cIt\u2019s far closer to them,\u201d she said. \u201cIt\u2019s more of a problem for their stability, prosperity, domestic politics.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000x3b6o0cks3yaz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The mainland UK, an island nation, was last invaded by a foreign power in 1066, while for many countries in Western Europe, they were invaded during the Second World War. This means living generations have less experience from which to draw on and its civilians may be less likely to take heed of any government advice.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s000y3b6oj3kt5k9d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe question is how do you change the DNA of a country, that\u2019s the crucial question,\u201d Major said.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm9bbtued001e3b6owkiztz5c@published\" data-component-name=\"subheader\" id=\"protect-and-survive\" data-article-gutter=\"true\">        \u2018Protect and survive\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00103b6okr27nd1f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The effectiveness of such civilian protection plans also remains unclear. In the past, they have even been met with ridicule.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00113b6o9kut1e22@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For decades during the Cold War era, the British government provided official information for its citizens to protect themselves against the nuclear Soviet threat.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00123b6opj27uzrx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The most prominent British public information source was known as the \u201cProtect and Survive\u2019\u201d campaign, produced between 1974 and 1980. The series offered information on the dangers of nuclear fallout, instructions to follow in the hours and days after a nuclear attack, and a plan for survival.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00133b6o9f51htw3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A pamphlet published in May 1980 included tips on how to build a makeshift fallout room in your home, including a so-called inner refuge to protect from radioactive dust.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00143b6oemokp75o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The campaign became the subject of criticism for offering unrealistic advice and presenting a false sense of optimism in the face of nuclear annihilation. It was long satirized in British popular culture.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00163b6ounacn7dd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            However, after Prime Minister Margaret Thatcher came to power in 1979, Britain\u2019s The Times newspaper demanded the government publish the booklets. \u201cAs a result, it was published at a time when there wasn\u2019t an imminent threat of attack, so people looked at it through a different lens,\u201d Young said. For that reason, he believes, there was more of a \u201ccultural backlash\u201d against it, adding that it was even ridiculed in popular British sitcoms.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00173b6o2rp7foa1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Young pointed to the UK government\u2019s advice to whitewash windows to help stop the spread of heat from a nuclear blast as one of the more comical suggestions. Civilians were instructed to \u201ccoat windows inside with diluted emulsion paint of a light color so that they will reflect away much of the heat flash, even if the blast which will follow is to shatter them.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00183b6o0g9kb22f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In comparison, Young sees Europe\u2019s modern-day advice \u2013 including the UK\u2019s guidance on preparing for emergencies \u2013 as more realistic, and incorporating more of the important psychological aspects, such as how to deal with trauma.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s00193b6od86h1ndo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Major, the need to prepare civilians for external threats \u2013 particularly in the \u201cgrey zone\u201d area \u2013 can\u2019t be stressed enough.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9bbtq2s001a3b6o9k4t242l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe tend to look at the military (aspect), but we are terribly vulnerable in the grey zone. So what we have to think about is deterrence, defense and resilience.
