{"id":15694,"date":"2025-04-13T15:02:20","date_gmt":"2025-04-13T15:02:20","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/04\/13\/british-government-takes-over-running-of-uks-last-major-steel-plant-from-chinese-owner-jingye\/"},"modified":"2025-04-13T15:02:20","modified_gmt":"2025-04-13T15:02:20","slug":"british-government-takes-over-running-of-uks-last-major-steel-plant-from-chinese-owner-jingye","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/04\/13\/british-government-takes-over-running-of-uks-last-major-steel-plant-from-chinese-owner-jingye\/","title":{"rendered":"British government takes over running of UK\u2019s last major steel plant from Chinese owner Jingye"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eiree8000v27qof2xceioa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The UK government took effective control Saturday of Britain\u2019s last remaining factory that makes steel from scratch from its Chinese owners, after lawmakers approved an emergency rescue.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00023b6o3510fai6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Prime Minister Keir Starmer summoned lawmakers for the unusual Saturday sitting, only the sixth since World War II, to back a bill primarily aimed at blocking British Steel\u2019s Chinese owners, Jingye Group, from closing the two massive blast furnaces at its Scunthorpe plant in the north of England that are key in the steelmaking process.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00033b6odvv3uip5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The bill, which was debated over several hours and which is now law after being given royal ascent by King Charles III, gives Business Secretary Jonathan Reynolds the power to direct the company\u2019s board and workforce, ensure its 3,000 workers get paid and order the raw materials necessary to keep the blast furnaces running.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00043b6oisifaytj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Jingye has said the Scunthorpe plant is losing 700,000 pounds ($910,000) a day as a result of challenging market conditions and increased environmental costs. The recent decision by US President Donald Trump to impose a 25% tariffs on imported steel hasn\u2019t helped.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00053b6obqe9ls8s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After the House of Commons passed the bill on a voice vote, Starmer arrived in Scunthorpe to meet workers, who were clearly relieved that the town\u2019s steelmaking heritage, which stretches back around 150 years, has been preserved.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00063b6oio2k8hwj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cYou and your colleagues for years have been the backbone of British Steel, and it\u2019s really important that we recognize that,\u201d Starmer said. \u201cIt\u2019s your jobs, your lives, your communities, your families.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00073b6ob5uhm7h2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The relief in the town was evident during the interval of Scunthorpe United\u2019s soccer match, where the crowd at the Attis Arena cheered on a few dozen steelworkers on the field of play. The team is known as \u201cThe Iron,\u201d a fond reflection of the town\u2019s identity.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00083b6o88y7iek8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Starmer had been under pressure to act after Jingye\u2019s recent decision to cancel orders for the iron pellets used in the blast furnaces. Without them and other raw materials, such as coking coal, the furnaces would likely have to shut for good, potentially within days, as they are extremely difficult and expensive to restart once cooled.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq00093b6ogop6rip2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That would mean the UK, which in the late 19th century was the world\u2019s steelmaking powerhouse, would be the only country in the Group of Seven industrial nations without the capacity to make its own steel from scratch rather than from recycled material, which use greener electric arc furnaces rather than blast furnaces.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq000a3b6oz5tsh6xk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The repercussions would be huge for industries like construction, defense and rail and make the country dependent on foreign sources for so-called virgin steel, a vulnerability that lawmakers from all political parties balked at.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq000b3b6o3hgzjy8n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe could not, will not and never will stand idly by while heat seeps from the UK\u2019s remaining blast furnaces without any planning, any due process or any respect for the consequences, and that is why I needed colleagues here today,\u201d Reynolds told lawmakers.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq000c3b6o2a0zwnjl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Reynolds criticized Jingye for making \u201cexcessive\u201d demands of the government in discussions in recent months, and that without the government\u2019s intervention, the company would have \u201cirrevocably and unilaterally closed down primary steel making at British Steel.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq000d3b6ohl17n3fq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Though the legislation does not transfer ownership of the plant to the state, Reynolds conceded it was a future possibility.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9eis7pq000e3b6oxoxznwa3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s unclear what role Jingye, owner of British Steel since 2020, will have in the day-to-day running of the steelworks.
