The US president is set to land in Saudi Arabia on Tuesday, followed by visits to Qatar and then the United Arab Emirates that stretch till May 16.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000b3b6k9b21viun@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Given Trump\u2019s transactional approach to foreign policy, the three states have much to offer    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000d3b6knnoqscyl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Behind this carefully crafted strategy of wooing Trump is a desire from Gulf states to solidify and formalize their positions as the US\u2019 indispensable security and economic partners, and extract as much benefit for themselves as they can.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000e3b6k6g5sadj1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            US-Gulf relations have improved significantly since Trump returned to office. Frustrated at the perceived lack of US interest in their needs under the Biden administration, Saudi Arabia and the UAE had sought to diversify their military, technological and economic ties. With Trump in office, they see what one Gulf official called \u201conce-in-a-lifetime opportunity\u201d for to achieve his country\u2019s objectives.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000f3b6k9qr8uplg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            From their perspective, now is the time to cement ties with Washington, and even \u201csecure greater privileges in their relationship with the world\u2019s most powerful nation,\u201d Ebtesam AlKetbi, founder and president of the Emirates Policy Center think tank in Abu Dhabi, said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000g3b6kge4y1ndx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Each of the three nations Trump is visiting has its own list of priorities. Here\u2019s what they want from the US and how they\u2019re going about achieving it.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmagt3cy8001b3b6k1dnpu1tk@published\" data-component-name=\"subheader\" id=\"sealing-a-us-saudi-security-pact\" data-article-gutter=\"true\">        Sealing a US-Saudi security pact<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000i3b6kwwdbl394@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cSecurity, security and security\u201d is what Saudi Arabia and other Gulf states seek most from Trump\u2019s visit, said Ali Shihabi, an author and commentator on politics and economics of Saudi Arabia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000k3b6kr9isw8jj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last year, the US and Saudi Arabia came close to finalizing a landmark defense and trade pact \u2013 but the deal stalled over Saudi insistence that Israel commit to a path toward Palestinian statehood.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000m3b6kku13i80g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Riyadh is also seeking US cooperation to develop a civil nuclear program, but that has been held over its insistence on enriching uranium domestically \u2013 raising concerns in the US and Israel over nuclear weapons proliferation. Uranium, when enriched to high levels, can be used to produce nuclear weapons.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000n3b6ktnk2iirz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            White House backing for a Saudi nuclear program could see American firms win lucrative contracts.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000o3b6kx80us1f9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Riyadh appears to be framing its relationship with the US as a win-win. In March, Trump said he\u2019d go to Saudi Arabia if it invests $1 trillion in the US. \u201cThey\u2019ve agreed to do that, so I\u2019m going to be going there,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000p3b6kffkw2n7s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While Saudi Arabia didn\u2019t confirm that figure, it announced plans in January to expand trade and investment with the US by $600 billion over four years, with potential for more.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000q3b6kdyqqvnif@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But for Riyadh to diversify away from oil, it still needs to sell oil \u2013 at a healthy profit \u2013 to fund that transition. Recent price drops, driven in part by Trump\u2019s tariffs, threaten to undermine those ambitions. Trump has made clear he wants oil prices lower, putting him at odds with Saudi Arabia\u2019s need for high revenues to finance its economic transformation.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmagt3ggk001d3b6ko0fmh5k9@published\" data-component-name=\"subheader\" id=\"uaes-quest-for-ai-dominance\" data-article-gutter=\"true\">        UAE\u2019s quest for AI dominance<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000s3b6kzcgoskoo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Perhaps more than any other Gulf state, the UAE sees investment as central to its strategy for deepening ties with the US and securing returns \u2013 and it has money to back it up. Among the world\u2019s richest countries per capita, it has pledged trillions in US investments. Abu Dhabi has even branded itself \u201cthe capital of capital.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000t3b6ktevdlvbx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cExpanding trade and investment is a way to reinforce this strategic partnership,\u201d AlKetbi said. \u201cThe US remains a critical security guarantor for the Gulf region, while also offering a dynamic economy full of opportunities and capabilities that align with the long-term Gulf development plans.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000u3b6kr4fmkvia@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In March, the UAE announced a $1.4 trillion investment plan over 10 years focused on AI, semiconductors, manufacturing, and energy. Its existing US investments already total $1 trillion, according to its embassy in Washington.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000w3b6kzoioz357@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But it won\u2019t be easy for Abu Dhabi to achieve its stated goal of becoming a global leader in AI by 2031 without US microchips.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000x3b6ka601bts7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            During the final days of former President Joe Biden\u2019s administration, the US tightened curbs on AI exports to keep advanced technology out of the hands of foreign adversaries like China, which were meant to take effect on May 15. The UAE has been one of the countries facing restrictions and may expect them to be lifted during Trump\u2019s trip.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq6000y3b6kaoso146i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Thursday, the US announced that Trump will rescind a set of the Biden-era curbs.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmagt3k47001f3b6k6ozg7ck2@published\" data-component-name=\"subheader\" id=\"qatars-global-diplomacy\" data-article-gutter=\"true\">        Qatar\u2019s global diplomacy<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq600103b6kkbkol99q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Qatar is the Gulf Arab nation with the most formalized security ties with the US. It hosts the biggest US military installation in the Middle East, which the State Department describes as \u201cindispensable\u201d for US military operations in the region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq600113b6kmjbzzsb3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last year, the US quietly reached an agreement that extends its military presence at the sprawling base in Qatar for another 10 years. It also amended a 1992 defense cooperation agreement with the US, which is meant to further strengthen their security partnership.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq600123b6kwul6r7ag@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2022, the Biden administration also designated Qatar as a Major Non-NATO Ally, a title granted to close friends that have strategic working relationships with the US military.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmagt2bq600133b6kbflbvk1j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Qatar has been a key mediator in a number of conflicts \u2013 from the war in Gaza to Afghanistan.
