{"id":16704,"date":"2025-05-12T15:03:16","date_gmt":"2025-05-12T15:03:16","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/05\/12\/trumps-middle-east-trip-leaves-netanyahu-watching-from-the-sidelines-again\/"},"modified":"2025-05-12T15:03:16","modified_gmt":"2025-05-12T15:03:16","slug":"trumps-middle-east-trip-leaves-netanyahu-watching-from-the-sidelines-again","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/05\/12\/trumps-middle-east-trip-leaves-netanyahu-watching-from-the-sidelines-again\/","title":{"rendered":"Trump\u2019s Middle East trip leaves Netanyahu watching from the sidelines again"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal46fa8007c26np0pf534ui@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The first stop was Riyadh.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5hoez00073b6k3ehxxr6x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Just a few months into his new administration, the president of the United States met the king of Saudi Arabia as part of an effort to push forward relations with the Arab world.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5hoez00083b6ksvr6ra7y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            From there, it was off to another regional capital, where the leader of the free world gave a speech about a new vision for the Middle East.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5hoez00093b6kiu2itpoo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Conspicuously missing from the itinerary was a stop in Israel.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5hoez000a3b6kgj5ybn3c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The year was 2009, and the president was Barack Obama. His decision not to visit Prime Minister Benjamin Netanyahu, who had just returned to office, was viewed as an insult. It marked the beginning of what many to this day see as Obama\u2019s fractured relationship with Israel, and particularly with the country\u2019s longest-serving leader.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5hoez000b3b6kdowhssqc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But as President Donald Trump prepares for his first visit to the region in his second term, the same elephant sits in the same corner of the Oval Office. Trump\u2019s itinerary includes Saudi Arabia \u2013 where he\u2019ll arrive early Tuesday local time\u2013 Qatar and the United Arab Emirates.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5hoez000c3b6k53ajw655@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The White House has called it a \u201chistoric return to the Middle East\u201d and promised \u201ca shared vision of stability, opportunity and mutual respect.\u201d Israel is once again not on the itinerary. And after Trump blindsided Israel several times already \u2013 announcing talks with Iran, a deal with Yemen\u2019s Houthi rebels, and direct talks with Hamas \u2013 Israeli officials are concerned another surprise could be coming.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmal4g3d8001q3b6k9zuv4hpb@published\" data-component-name=\"subheader\" id=\"without-results-hes-not-coming\" data-article-gutter=\"true\">        \u2018Without results, he\u2019s not coming\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal47rb8000d3b6kef1n7zp2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Israeli officials tried to inquire about the possibility of a stop in Jerusalem or Tel Aviv during Trump\u2019s trip, according to a source familiar with the matter. But the president doused the flicker of those hopes last week when he said he had no plans to stop in Israel.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000m3b6kxikghrvy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe will be doing it at some point,\u201d Trump said. \u201cBut not for this trip.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000n3b6ke4f106vu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Trump might have been persuaded to add the visit to his itinerary if he could claim some sort of victory, whether it be a ceasefire agreement in Gaza, a humanitarian aid plan, or something else. But with Israel poised to expand its war in Gaza, there are no such deliverables. Even with the imminent release of hostage Edan Alexander on Monday, prospects for a comprehensive ceasefire still seem distant.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000o3b6kh6o1g7m9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWithout results, he\u2019s not coming (to Israel),\u201d said the source.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000p3b6kmr9fbto8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Netanyahu prided himself on being the first world leader to visit Trump in his second term in February. On his second visit, in April, he became the first leader to try to begin negotiations for a new trade deal after Trump announced sweeping tariffs on imports. The prime minister left the White House without a trade deal and with a new concern: Trump\u2019s shock announcement that the US would begin negotiating a new nuclear deal with Iran.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000q3b6kt5p500j2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The problem for Netanyahu is that he has little leverage in Washington right now, said Alon Pinkas, a former Israeli diplomat.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000s3b6k23ezg3xf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Despite years of being perhaps Trump\u2019s most vocal international supporter, Netanyahu has few cards left to play, Pinkas said. Under Democratic administrations, Netanyahu has used his Republican supporters to put pressure on the White House. But Netanyahu has never criticized Trump openly, and he\u2019s unlikely to start.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5ibdp000t3b6ktts27pjw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cHe\u2019s got nothing right now,\u201d Pinkas said.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmal480hf00193b6ktdtz7fch@published\" data-component-name=\"subheader\" id=\"a-policy-of-surprises\" data-article-gutter=\"true\">        \u2018A policy of surprises\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal47rb8000n3b6klkwm1rvg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As Trump\u2019s visit to the region nears, Israeli officials\u2019 concerns about what it will bring have only grown.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp00153b6kvbq3x54n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the weeks leading up to his trip, Trump has made a series of moves that have left the Israeli prime minister looking little more than a frustrated bystander. Trump has pursued negotiations with Iran over its nuclear program that don\u2019t preclude the possibility of Tehran maintaining some civilian nuclear capabilities; he agreed to a ceasefire with the Houthis that doesn\u2019t halt the Yemeni group\u2019s attacks on Israel; and according to a Reuters report is also no longer demanding that Saudi Arabia normalize relations with Israel as a condition to facilitating a Saudi civil nuclear program.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp00163b6kg14l7zgv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And on Sunday, the Trump administration bypassed Israel to seal a deal with Hamas to free Edan Alexander, the last known living American hostage in Gaza, with Trump framing it as a step \u201cto put an end to this very brutal war and return ALL living hostages and remains to their loved ones.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp00173b6k3m3pizlo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Israeli officials are now concerned what a week spent meeting with and being feted by Gulf leaders \u2013 all of whom have been critical of Israel\u2019s military assault in Gaza and its ongoing humanitarian blockade of the strip \u2013 will mean for Trump\u2019s posture vis-\u00e0-vis the war and ceasefire negotiations.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp00183b6kspbdavo1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Leading up to Trump\u2019s trip, the US has been heavily pressing Egypt and Qatar to convince Hamas to agree to the release of some hostages, a source familiar with the negotiations said, in exchange for several weeks of ceasefire and the entry of humanitarian aid.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp001a3b6kt3crvoyd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A comprehensive agreement to end the war has remained out of reach, but Trump has made clear that that is his goal.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp001b3b6kmhwostsv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cHopefully this is the first of those final steps necessary to end this brutal conflict,\u201d Trump said on social media on Sunday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp001c3b6k8u0ul9uk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The result is that Trump and Netanyahu seem to be more at odds than ever, a situation that comes shortly after Netanyahu doubled down on the war and made explicitly clear he believes defeating Hamas is more important than securing the release of the hostages. If a deal with Hamas for the return of more hostages seems within reach, the US will drive up the pressure on Israel to accept it, another source familiar with the matter said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp001d3b6ko8owex9h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Until now, there were major doubts about whether Hamas\u2019 leader in Gaza, Mohammad Sinwar, would agree to a limited deal. But Hamas seems to have shrewdly outplayed Israel this time around when it comes to Trump.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5izrp001e3b6ka04m6oa1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And Trump\u2019s visit to the region will serve as a pressure point to potentially unlock a deal.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmal4bxk8001l3b6kp4shqhyl@published\" data-component-name=\"subheader\" id=\"trump-moving-forward-like-a-bulldozer\" data-article-gutter=\"true\">        Trump moving forward \u2018like a bulldozer\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal47rb8000z3b6k92sy1a3d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere has to be a practice of no surprises\u201d on either side, said Dan Shapiro, a former US Ambassador to Israel and senior fellow at the Atlantic Council, a think tank in Washington, DC. \u201cOtherwise, the trust that is so essential for this partnership breaks down really, really quickly.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5jjnb001o3b6kr43kfggv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cHe\u2019s clearly frustrated with Netanyahu, as every other president who\u2019s worked with Netanyahu has been,\u201d Shapiro said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5jjnb001p3b6kxkzc0kp3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Meanwhile, Trump\u2019s man in Jerusalem, US Ambassador Mike Huckabee, has tried to downplay speculation about a rift between the two leaders, and said he would \u201cfully expect\u201d Trump to visit Israel this year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5jjnb001q3b6k20okychk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cNo president has ever cared as much and done as much as President Trump has for the state of Israel,\u201d Huckabee told Israel\u2019s Channel 13 News in an interview aired Saturday evening. \u201cAnd his relationship with the prime minister is, I think, remarkable.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5jjnb001r3b6ktkhftw3p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Israelis see it differently.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal50t4r00003b6p0gxpvr1q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The front page of the prominent Yedioth Ahronot newspaper last Thursday showed a cartoon of Trump with the headline \u201cA policy of surprises.\u201d As Trump prepares a soup, Netanyahu sits nervously in the background.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmal5vs9d00043b6pyrnfa1ei@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even the ardently pro-Trump Israel HaYom newspaper has keyed in on the apparent rift with Netanyahu.
