{"id":16946,"date":"2025-05-18T15:02:21","date_gmt":"2025-05-18T15:02:21","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/05\/18\/secret-nose-job-allegations-rolexgate-and-the-curse-of-the-peruvian-presidency\/"},"modified":"2025-05-18T15:02:21","modified_gmt":"2025-05-18T15:02:21","slug":"secret-nose-job-allegations-rolexgate-and-the-curse-of-the-peruvian-presidency","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/05\/18\/secret-nose-job-allegations-rolexgate-and-the-curse-of-the-peruvian-presidency\/","title":{"rendered":"Secret nose job allegations, \u2018Rolexgate,\u2019 and the curse of the Peruvian presidency"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmaef0ryl001p26p5erqw02z7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Allegations of a secret nose job are threatening Peruvian President Dina Boluarte\u2019s grip on power \u2013 and that\u2019s only the tip of her problems.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kp00023b6m05gcsl0j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Latin American leader, whose popularity has cratered to among the lowest in the world \u2013 with a disapproval rating of 93%, according to a recent Datum Internacional poll \u2013 is facing a string of investigations at the hands of Peru\u2019s Attorney General.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00033b6mpnf6z8bu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The most serious of these involve the deaths of more than 60 people during a crackdown by government security forces on the protests that followed the ouster of her predecessor Pedro Castillo in December 2022; the more lurid include allegations she accepted Rolex watches and other jewelry as bribes and transported a fugitive politician in a presidential vehicle.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00043b6mbqqgop1l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But it is the plastic surgery on her nose in the summer of 2023 that has currently captured the attention of the country\u2019s headline writers.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00053b6m8rt54tdy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Boluarte, who denies all the allegations against her, has been accused of abandoning her post to have the surgery because she did not inform congress or delegate her powers during her almost two-week absence for an operation she has insisted was \u201cessential\u201d for her health, as she was constitutionally required to do.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00063b6m5sd0ulcn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last week, the plastic surgeon Mario Cabani cast doubt on that account, telling a local TV show that of the five procedures he carried out on Boluarte \u2013 including rhinoplasty, septoplasty, a procedure on the lower eyelids, and a fat graft on the nasolabial folds (smile lines) \u2013 all but one were aesthetic procedures.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00073b6mtvfrf8ow@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Cabani, who said he had judicial authorization to disclose the procedures, also claimed Boluarte was sedated and at times unconscious during the procedure \u2013 which is at odds with the account of Boluarte, who has likened the procedure to a tooth extraction, and her lawyers who have maintained she never lost consciousness and did not abandon her post.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00093b6mmiqlcl69@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As if the controversy over Boluarte\u2019s nose were not damaging enough, it follows another controversy over her wrist.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000a3b6mwxns5aab@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In March 2024, police raided her home (and later the presidential palace) as part of the \u201cRolexgate\u201d scandal in which she is accused of illicit enrichment and failing to declare her ownership of several luxury watches. Boluarte has insisted the watches were in fact a \u201cloan\u201d that she mistakenly accepted.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000b3b6mr8w4rkla@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s a state of affairs that might seem shocking to those not well-versed in Peruvian politics and the well-documented troubles of its leaders in recent decades.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000c3b6m0q07rbph@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But in this country, presidential scandals \u2013 proven or alleged \u2013 are so commonplace that one of its prisons has housed four disgraced former leaders.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000d3b6mwbrrt2rl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Call it the curse of the Peruvian presidency: Since the turn of the millennium, no fewer than seven presidents have been brought to trial or faced legal challenges relating to allegations of corruption or human rights abuses. An eighth shot himself dead when police were closing in.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmareqeel001j3b6m6ladbvi8@published\" data-component-name=\"subheader\" id=\"falling-like-dominoes-into-disgrace\" data-article-gutter=\"true\">        Falling like dominoes into disgrace<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000f3b6mzaf13h6a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Peru\u2019s notorious political instability \u2013 Boluarte became the sixth president in just seven years when she took over without an election in 2022 \u2013 is often traced back to the presidency of <strong>Alberto Fujimori<\/strong>, who was ousted in 2000 following a scandal involving his intelligence chief and convicted on charges of corruption, embezzlement and human rights violations that included authorizing a death squad.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000g3b6mdjoioh2p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Since then, the political careers of most of Fujimori\u2019s successors have also ended in disgrace.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000h3b6mbg9cjgmw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Alejandro Toledo (2001-2006)<\/strong> the first man to be elected president after Fujimori, was last year sentenced to more than 20 years in prison for receiving millions in bribes from Brazilian construction company Odebrecht, in a scandal that has tainted political elites across Latin America.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000i3b6mophvaxh5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Alan Garc\u00eda (2006-2011)<\/strong> died from a self-inflicted gunshot wound in 2019, on the day prosecutors and police were due to arrest him as part of an investigation also linked to Odebrecht.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000j3b6miya6edva@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Ollanta Humala (2011-2016)<\/strong> was sentenced this month by a first instance court to 15 years in prison for receiving illicit campaign contributions from Odebrecht and the Venezuelan government.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000k3b6mii4wrq9e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Pedro Pablo Kuczynski (2016-2018) <\/strong>resigned after two years in power after he too was caught in the grip of the Odebrecht scandal when allegations of money laundering surfaced. Today, he is under house arrest while the trial against him continues.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000l3b6me7sedr9i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Martin Vizcarra (2018-2020)<\/strong> dissolved Congress the year after coming to power. He did not finish his term either but was removed by the legislature on grounds of \u201cmoral incapacity\u201d after he was accused of taking bribes during his time as governor. He is currently on trial.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000m3b6mldyr4klk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Pedro Castillo<\/strong><strong> (2021-2022), <\/strong>a rural teacher and union leader, was relatively unknown when he won an election after a brief period of rule by two interim presidents, one of whom resigned in less than a week. He was taken into custody for the alleged crime of rebellion and dismissed by Congress after attempting to dissolve it and set up an emergency government.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000n3b6mfw50ru5l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <strong>Boluarte<\/strong>, his vice president, took over in 2022.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000o3b6mpfqfi03f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            All those accused and convicted have rejected the accusations against them.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmareq0oh001g3b6m082tkxqc@published\" data-component-name=\"subheader\" id=\"where-did-it-all-go-wrong\" data-article-gutter=\"true\">        Where did it all go wrong?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000q3b6mf4i9rp0y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Many experts point to Fujimori\u2019s inauguration in 1990 as ushering in a return to authoritarian rule for a country that had spent the whole of the 1970s as a military dictatorship.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000r3b6mvuxlc1m5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The son of Japanese immigrants and the host of a TV show focused on the environment, Fujimori started off democratically, winning election by campaigning for change at a time of economic crisis and defeating a right-wing coalition led by the future Nobel prize-winning author Mario Vargas Llosa.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000s3b6m4vwpw404@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He also won early plaudits for his \u201cFujishock\u201d austerity policies that reined in hyperinflation as well as his fight against rebel guerilla groups responsible for tens of thousands of deaths.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000t3b6ma7yzom14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Yet an authoritarian streak soon emerged and while abuse of power and corruption allegations began to swirl, he turned to his security forces to repress his opponents.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000u3b6m8ntr2nl0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Within two years of his triumph at the ballot box, Fujimori carried out a \u201cself-coup\u201d in which he closed down Congress and the judiciary, revised the constitution, and installed a dictatorship \u201cthat demolished the political parties,\u201d according to constitutionalist lawyer Luciano L\u00f3pez.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000v3b6m5a8m8msq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201c(For Fujimori) it was an anti-value to belong to a political party, an anti-value to do politics,\u201d said Anibal Quiroga, dean of the Law and Political Science faculty at Cesar Vallejo University.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000w3b6mhqn4zvgq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ever since, according to Quiroga, political parties have been \u201cpermanently replaced by personalist, populist, improvised movements.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000x3b6mxtgk9rqm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For the country\u2019s next elections, scheduled for April 2026, there are 43 candidates registered to run for the presidency, dozens of whom are not supported by traditional party structures. As Quiroga puts it, \u201cWhat Peru produces most after coffee is presidential candidates.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmareppok001d3b6mmgkvgdjv@published\" data-component-name=\"subheader\" id=\"congress-vs-the-president\" data-article-gutter=\"true\">        Congress vs. The President<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq000z3b6mgp3w0qs8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            L\u00f3pez points to another legacy of Fujimori as playing into the instability \u2013 the revised  constitution he brought in after his self-coup, which handed greater powers to Congress.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00103b6mikru4lnb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The problem those revisions made for the presidency did not become clear until 2017, when for the first time the opposition had a majority in Congress and used its powers to topple Kuczynski. Since then it has become harder for presidents to hold on to power.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00113b6mewqmjkat@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Amplifying the problem is that the present Congress has amended several articles of the constitution, according to L\u00f3pez, increasing the imbalance of power and leaving an \u201call-powerful\u201d Congress.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00123b6mohwxmpuq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            L\u00f3pez fears this is storing up problems for the future. If a president wins election, but does not have the backing of Congress to govern, what will he or she do, L\u00f3pez asks. \u201cI sincerely hope I\u2019m wrong, but we are very exposed to a new April 5, 1992,\u201d he says, referring to the day of Fujimori\u2019s self-coup.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmarepd02001a3b6mfcrn7vp3@published\" data-component-name=\"subheader\" id=\"prison-of-the-presidents\" data-article-gutter=\"true\">        \u2018Prison of the presidents\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00143b6m37nwvofl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Perhaps there\u2019s no greater symbol of the curse than the Barbadillo prison in Lima, known popularly in Peru as the \u2018prison of the presidents,\u2019 that once housed Fujimori and has also held three of the leaders that followed him \u2013 Toledo, Castillo and Humala.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00153b6mxdv35ziz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But some experts caution against viewing Peru\u2019s struggles with corruption \u2013 it is ranked 127th out of 180 in Transparency International\u2019s corruption perception index \u2013 only through the lens of its disgraced ex-presidents.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00163b6mfngwkzdg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As Quiroga points out, while there have been cases of presidential corruption, there have also been cases of \u201clawfare,\u201d he says; a \u201cuse and abuse of judicial proceedings, or of the legal system in general, for political ends and objectives, often with the aim of eliminating, damaging or delegitimizing an adversary.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmarep4kq00173b6mgly6dcql@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Meanwhile, the former prosecutor and ex-president of Transparency International Jos\u00e9 Ugaz points out that the list of cursed presidencies may show Peru is \u201cpart of a club of countries shamefully plagued by corruption,\u201d but it also shows it is a country \u201cable to bring seven former presidents to justice.\u201d    <\/p>\n<\/p>\n<div>This post appeared first on cnn.com<\/div>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Allegations of a secret nose job are threatening Peruvian President Dina Boluarte\u2019s grip on power&hellip;<\/p>\n","protected":false},"author":1,"featured_media":16947,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[],"class_list":["post-16946","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-world"],"_links":{"self":[{"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/posts\/16946","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/comments?post=16946"}],"version-history":[{"count":0,"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/posts\/16946\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/media\/16947"}],"wp:attachment":[{"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/media?parent=16946"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/categories?post=16946"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/dailywashingtoninsider.com\/index.php\/wp-json\/wp\/v2\/tags?post=16946"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
