{"id":17174,"date":"2025-05-24T15:02:52","date_gmt":"2025-05-24T15:02:52","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/05\/24\/us-moves-to-ease-sanctions-on-syria-after-trump-pledge\/"},"modified":"2025-05-24T15:02:52","modified_gmt":"2025-05-24T15:02:52","slug":"us-moves-to-ease-sanctions-on-syria-after-trump-pledge","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2025\/05\/24\/us-moves-to-ease-sanctions-on-syria-after-trump-pledge\/","title":{"rendered":"US moves to ease sanctions on Syria after Trump pledge"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qc9cv005l27nz69en812d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Trump administration issued orders Friday to begin easing sanctions on Syria, marking a major policy shift after US President Donald Trump pledged earlier this month to roll back the measures during a trip to the Middle East.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo40003356m4shjt8p4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Trump administration officials had been carrying out quiet engagements for months to pave the way for sanctions relief to help the nation recover from years of a devastating war and rebuild after the toppling of ousted leader Bashar al-Assad.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo50004356mlkkos1s2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Friday, the US Treasury Department said Syria has been issued a general license that authorizes transactions involving the interim Syrian government, as well as the central bank and state-owned enterprises.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo50005356mmsoa691q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The GL25 license \u201cauthorizes transactions prohibited by the Syrian Sanctions Regulations, effectively lifting sanctions on Syria,\u201d and \u201cwill enable new investment and private sector activity consistent with the President\u2019s America First strategy,\u201d it said in a press release.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo50006356mv2c5ug4l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US State Department concurrently issued a 180-day waiver under the Caesar Act to ensure sanctions do not impede investment, and advance Syria\u2019s recovery and reconstruction efforts, Secretary of State Marco Rubio said in a statement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo50007356mf4p3qq7z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Rubio said the waivers will facilitate the provision of electricity, energy, water, and sanitation, and enable a more effective humanitarian response across Syria.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo50008356mh7f4r22f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cToday\u2019s actions represent the first step in delivering on the President\u2019s vision of a new relationship between Syria and the United States,\u201d Rubio said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo50009356m541errs9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While in Saudi Arabia last week, where he met with Syria\u2019s interim President Ahmed al-Sharaa, Trump announced that sanctions on Syria would be swiftly removed, taking some officials by surprise and triggering a scramble across the US government to implement the decision,    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo5000a356m8f4k6m6s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Rubio said shortly after that the US would issue waivers to Syria sanctions, which are currently required by law. Meanwhile, the administration is engaged in a complicated technical review of the sanctions, which is expected to take weeks, officials said at the time.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo5000b356mmgox5kn7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIf we make enough progress, we\u2019d like to see the law repealed, because you\u2019re going to struggle to find people to invest in a country when any in six months, sanctions could come back. We\u2019re not there yet. That\u2019s premature,\u201d Rubio said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo5000c356mitu0xxmn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Speaking in Saudi Arabia, Trump said he made the decision to lift sanctions after speaking with Saudi Crown Prince Mohammed bin Salman and Turkish President Recep Tayyip Erdogan.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo5000d356m3270uqgc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Saudi officials had coordinated behind the scenes on the topic for months, making the case that removing sanctions would boost the Syrian economy and help to stabilize the entire region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb1qedo5000e356mrvrxdfbp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Turkish government also had contacts with the US about Syria and knew about the work being done to see if the lifting of sanctions was possible, a source familiar with the matter said.
