No similar message was reported when calling landlines.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0g6g00073b6m3awnylf5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The messages were widely heard after Iran imposed nationwide temporary restrictions on internet access on Wednesday, citing security concerns. This meant WhatsApp was down, so people abroad began calling their friends and family in Iran directly, rather than via the app. The message is reportedly not heard if the call is made through an app.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0g6g00083b6m424at1vw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The initial assumption for many Iranians was that the messages were the result of an Israeli cyberattack. Others see the Iranian authorities as being behind them.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0g6g00093b6me0yazxfb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Alp Toker, the founder and director of NetBlocks, a non-governmental organization that monitors internet governance, believes the messages are an attempt by the Iranian government to limit telecommunications, as part of the wider internet censorship measures.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0djo00003b6m9z6lnju7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Toker added it was a phenomenon NetBlocks had seen in different places around the world when internet access was cut. \u201cSometimes it will have an advert for summer vacations and sometimes it will have some other nonsense,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0tbi000g3b6m1jvnl9u4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            According to Toker, the messages are text-to-speech generated. He believes they appear to have been set up rapidly.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0tbi000h3b6ml71ri5z3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt\u2019s in the format of a normal gateway answering message of the type you might get from a national gateway when a phone doesn\u2019t answer,\u201d he said. \u201cIt seems that they\u2019ve gone with the settings, and there\u2019s a little box where you can put in the settings and they\u2019ve put something in there, pre-AI generated.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6emxp800053b6mxd3bprdt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Neither Israel nor Iran has made a public statement on the recorded phone messages.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c0rlv000e3b6mxj5g1oma@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Access to international internet services had been partially restored in parts of Iran on Saturday \u201cafter approximately 62 hours of severe disruption,\u201d NetBlocks said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6dfoym00003b6maaz8cedf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhile some regions have seen improvements, overall connectivity remains below ordinary levels, continuing to hinder people\u2019s ability to communicate freely and access independent information,\u201d it added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c176j000m3b6mvp8lz3vm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The semi-official Tasnim news agency reported that international internet services would resume by 8 p.m. local time Saturday, citing the communications minister. However, Tasnim later reported that this was not the case, citing the same minister.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6dgwj600023b6m67xwzrbk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            According to the communications ministry, Iranians abroad can now contact their families inside Iran through domestic messaging apps.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc6c176j000o3b6me99k467s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Iranian government has frequently restricted internet access in the country.
