The measures will affect around 9 million people.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusolpj9000k3b6hruon50jb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The country and region have experienced long periods without rain since June 2023 due to El Ni\u00f1o, the city wrote on its&nbsp;official website.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusoltva000m3b6hmc7f2a4l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Colombian President Gustavo Petro issued a natural disaster&nbsp;decree&nbsp;in January, allowing the government to access more resources&nbsp;to combat El Ni\u00f1o\u2019s devastating effects, including wildfires and water stress.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluso99bj00093b6hxh0qk4lv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The plan will see nine different zones take turns rationing water services.
