{"id":2070,"date":"2024-04-14T15:07:30","date_gmt":"2024-04-14T15:07:30","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/04\/14\/their-tactics-have-changed-russias-bid-to-blow-apart-ukraines-power-grid\/"},"modified":"2024-04-14T15:07:30","modified_gmt":"2024-04-14T15:07:30","slug":"their-tactics-have-changed-russias-bid-to-blow-apart-ukraines-power-grid","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/04\/14\/their-tactics-have-changed-russias-bid-to-blow-apart-ukraines-power-grid\/","title":{"rendered":"\u2018Their tactics have changed\u2019: Russia\u2019s bid to blow apart Ukraine\u2019s power grid"},"content":{"rendered":"<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w00023b6indrb7idu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For the past two winters, Ukraine has withstood a barrage of Russian airstrikes seeking to disable its energy infrastructure, plunge its citizens into darkness and use the freezing temperatures as a weapon of war.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w00033b6iem6c9fnz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine survived the assault thanks to Western air defense systems and energy-saving measures taken by its citizens, as families cooked on camping stoves and doctors performed surgery by flashlight.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w00043b6ivh1li8ar@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While Ukraine weathered this winter\u2019s storm, Russia has renewed its onslaught in recent weeks, striking Ukraine\u2019s power grid with an intensity and in a manner not seen during more than two years of war.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwzagy400003b6i5lzhuure@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the first two years of war, Russian attacks were more scattered, firing salvos of missiles to target large swathes of Ukraine\u2019s energy system. Now, the strikes are becoming more precise and concentrated, with dozens of missiles and drones raining down on a single target.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwzagy400013b6ik7nf6g1g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIn such a short period of time \u2013 in a few weeks of these massive Russian attacks \u2013 almost all of our year-long efforts to rebuild and repair were destroyed in a few days, in a few attacks,\u201d Grynchuk said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w00093b6iydtxq43j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOn March 22, Russia began to implement its new strategy of attacks,\u201d Kharchenko said. \u201cThe new strategy consists of massive missile attacks on specific targets, when a large number of missiles and drones simultaneously focus on a very limited number of targets.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000a3b6ikc4b7pfm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia has since pummeled Ukrainian power stations across the country, and on Thursday completely destroyed the Trypilska Thermal Power Plant \u2013 the largest plant in the Kyiv region. DTEK, Ukraine\u2019s biggest private power company, also said Thursday that Russia had caused \u201cserious damage\u201d to two of its plants, and that approximately 80% of the power-generating facilities it runs had been destroyed by Russian strikes.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000c3b6iviaqfke2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Given Ukraine keeps energy in storage, the strikes on thermal power plants have not caused immediate, prolonged blackouts. Thermal plants are mostly used to balance overall need \u2013 particularly during intense heating periods in winter when consumption spikes.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000d3b6it7icjzmj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As well as the intensity and concentration of the attacks, their timing has also changed. Previously, the bulk of Russia\u2019s strikes came in the buildup to winter. Now, they have come in an unusually warm spring.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000e3b6ieyipx5qb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There are two reasons why Russia may have waited until spring to launch its new strategy.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000f3b6i7049qstq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            First, Russia needed time to build up the weapons and intelligence needed to conduct the strikes, Kharchenko said. \u201cThis strategy was clearly a long time in the making, they spent a lot of time developing it, they clearly gathered intelligence and prepared very carefully for these attacks,\u201d Kharchenko said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000g3b6i2vwmhk7q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Second, Russia may have waited until Ukraine\u2019s power plants were less protected by air defenses, an increasingly scarce resource after two years of war, and with aid from the United States stalled for months by Congress.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000i3b6i98f9csed@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But, having emerged from winter, Pavlenko said, some of the air defenses may have been relocated \u2013 for instance, to Ukraine\u2019s front lines. \u201cIt\u2019s not a mistake, it\u2019s just prioritization. We thought that if the winter ends, probably we can use the air defense system in other places,\u201d she said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000j3b6ivvhp2tzb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine\u2019s northeastern Kharkiv region has been the worst hit, Energy Minister Herman Halushchenko said. More than 200,000 people were left without power after Russian attacks Thursday. With the city lying so close to Russia, hypersonic missiles can reach it in seconds. \u201cDue to the proximity to the border, terrorists have the opportunity to use various types of weapons in large numbers,\u201d Halushchenko said on Ukrainian television.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cluxk56da00083b6in6krlrd4@published\" data-component-name=\"subheader\" id=\"repair-or-defend\" data-article-gutter=\"true\">    Repair or defend<\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000k3b6i750vdbm7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine has shown a remarkable ability to repair damage to its power grid. Some of its high-voltage substations \u2013 key nodes that reduce the voltage of electricity so it can be transferred through power lines to homes and offices <em>\u2013 <\/em>have been restored more than 10 times, Kharchenko said. Dozens have been restored at least three or four times. \u201cThey are attacked and restored, and then attacked again. If they were not restored, a significant part of the regions would already be without electricity.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000m3b6iei7y2of5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Ukraine is now confronting a wholly different task: repairing not just substations, but entire power plants. While substations can be protected with sandbags, anti-drone nets and other safeguards, large plants can only be protected by air defenses. While such restoration work is possible, it may be pointless.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000n3b6ina4er871@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe can restore everything. We have a very good and highly motivated team,\u201d said Andriy Gota, CEO of Centrenergo, which runs the now-destroyed Trypilska plant. \u201cBut again, without a sufficient number of missiles for air defense, it will be a useless exercise, to put it mildly.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000o3b6i79pbn37k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Instead, Ukraine, too, may be considering a change in tack. Rather than rebuilding large \u2013 and, without air defenses, vulnerable \u2013 power plants, it may shift how it produces its energy.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000p3b6ibs63km0d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cInstead of 20 large power plants that concentrate high production capacity and have a significant share in the energy balance, there should be 150-200 small power plants scattered across the country that can power a city if one of them goes down,\u201d Tsaturian said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000q3b6iy4ezlhi7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kharchenko said Kharkiv needed a similar system urgently. \u201cIt is now clear that Kharkiv needs to bring gas-piston engines in large numbers, install them secretly, and protect them\u2026 There is no alternative to this. Any larger facility will simply be destroyed by attacks.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000r3b6iygeh7l9w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While the next winter is months away, Ukraine\u2019s energy grid may come under strain during the summer months, when air conditioning use causes consumption to spike.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000s3b6iujm44l6g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            To offset that, Grynchuk said Ukraine has \u201can additional mechanism to balance the system and maintain stable operation \u2013 imports.\u201d She said Ukraine is petitioning its European allies to increase the 1.7 gigawatt import limit.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluwxob8w000t3b6i86uptdnt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But the priority, she said, is receiving air defenses. \u201cWithout air protection, we see the tragic consequences and destruction that Russian attacks can cause.
