{"id":3225,"date":"2024-05-09T15:39:16","date_gmt":"2024-05-09T15:39:16","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/05\/09\/blast-furnace-heat-every-day-record-temperatures-cancel-classes-widening-learning-gaps-across-southeast-asia\/"},"modified":"2024-05-09T15:39:16","modified_gmt":"2024-05-09T15:39:16","slug":"blast-furnace-heat-every-day-record-temperatures-cancel-classes-widening-learning-gaps-across-southeast-asia","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/05\/09\/blast-furnace-heat-every-day-record-temperatures-cancel-classes-widening-learning-gaps-across-southeast-asia\/","title":{"rendered":"\u2018Blast-furnace heat every day\u2019: Record temperatures cancel classes, widening learning gaps across Southeast Asia"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx82ncr00093b6j9rerplry@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            When temperatures in Cambodia hit a staggering 38 degrees Celsius (100.4 degrees Fahrenheit) in April, Sek Seila, an 11-year-old student studying in the capital Phnom Penh, was promptly sent home from school.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxlbcs300013b6js8bagvqn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Like hundreds of millions of other children in many parts of South and Southeast Asia, Sek Seila&nbsp;has had to cope with unprecedented setbacks due to record-breaking heat \u2014 like sudden school closures, and having lessons and activities canceled or disrupted.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx82ncr000a3b6jd8qa3vcv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            School this year has been difficult, he says, adding that stifling heat and high humidity levels in poorly ventilated classrooms have been difficult to endure.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx832jl000h3b6jq49py9pc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt\u2019s very unpleasant and uncomfortable,\u201d he says. \u201cOn some days, it can even get so hot that it feels like your skin is burning.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx82ncr000b3b6jbwlkb9sz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The hot weather has also been brutal in many South Asian countries where, science shows,<strong> <\/strong>climate change has brought stronger and more<strong> <\/strong>frequent extreme weather events, like life-threatening heatwaves \u2014 leaving nearly half a billion children exposed and vulnerable.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx82ncr000c3b6jlbvgifpn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A dangerous heatwave hit Bangladesh in April, shutting down schools across the country \u2014 many of which were poorly equipped and lacked essential cooling resources, such as fans and air-conditioning, to support and protect students from health risks like dehydration, migraines and heat stroke. More than 33 million children were impacted as a result of the heatwave, according to groups like Save the Children and UNICEF.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx82ncr000d3b6jtkq2k8rf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The worst hit were poor children&nbsp;in rural areas whose families couldn\u2019t afford devices like laptops and tablets to facilitate remote learning, UNICEF says.<strong> <\/strong>\u201cIt hasn\u2019t been easy for many children in a country as hot as Bangladesh, where they have been facing blast-furnace heat almost every day,\u201d said Sheldon Yett, a UNICEF representative for the region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx839kj000j3b6jz02f2na2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis year was hotter than last year and we know that global warming is only going to get worse,\u201d Yett said. \u201cBesides serious health risks, we cannot ignore children\u2019s education needs, which have already been severely impacted after the Covid pandemic.\u201d    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clvx83i4k000l3b6j0dudghoj@published\" data-component-name=\"subheader\" id=\"poorest-countries-suffer-most\" data-article-gutter=\"true\">    Poorest countries suffer most<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx84629000n3b6jn9vqxr4a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The UN and its agencies say developing countries are at the forefront of the climate crisis and bear the brunt of prolonged extreme weather like heatwaves, tornadoes and cyclones, as well as severe storms and flooding.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx84c53000r3b6jlz9xe3du@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEvery child has a right to a safe and healthy environment,\u201d Yett said. \u201cWe want to see schools open for children to learn but everything needs to be done in a safe way.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx84fx9000t3b6j04nm8ran@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe don\u2019t allow children outside when temperatures get too hot,\u201d said Bong Samreth, who teaches at a public school in Phnom Penh. \u201cBut it can feel just as hot and uncomfortable indoors in classrooms without fans or air-conditioning,\u201d he says, adding that he often sees students \u201csweating through their uniforms\u201d at their desks.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx84r82000v3b6jhzj8mgly@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe do our best to look after them, especially the young ones, and the past few months have been very trying.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx859en000z3b6jidq6pcoo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Climate change continues to impact poverty rates and schools in the Philippines, often ranked as one of the world\u2019s most vulnerable countries to the impacts of climate change and where schools are still recovering from some of the longest pandemic closures.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx85kf500123b6jd0nm9azu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The educational gap between impoverished Philippine children and those in urban areas has been widening, said child welfare and advocacy group Save the Children Philippines, adding children in rural areas, unable to attend school, have been at a particular disadvantage.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxa2ye600053b6jdhtj1ly2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It also isn\u2019t uncommon to see groups of up to 70 students crammed into a single classroom with just one or two electric fans for cool air circulation and ventilation, the group says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx85z7b00143b6jqk4gog5u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Volunteers have also raised issues from students about insufficient clean drinking water at school, meaning they cannot keep hydrated during the day \u2014 as well as lacking shaded outdoor recreational areas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx86bb700163b6j31enxhn1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cClasses have not been consistent,\u201d said Benjo Basas, a social sciences teacher in Manila, adding that \u201calmost the entire month of April\u201d had been disrupted by massive school closures after heat in many areas became unbearable \u2014 impacting around 7 million children.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx86e5r00183b6jp2cmvq0r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Mirasol Mamaat, a high-school teacher in the country\u2019s northern Pangasinan province, said dozens of students had become sick after recent heat index levels \u2014 which measure how hot it really feels outside \u2014&nbsp;hit alarming highs of more than 51 degrees Celsius (124 degrees Fahrenheit).    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx86mmr001c3b6j8ot7b9mv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cFor some impoverished students, we will do home visits to check in on them and deliver study materials like we did during the pandemic,\u201d she said.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clvx86y6a001e3b6jbp5ua8lu@published\" data-component-name=\"subheader\" id=\"governments-urged-to-act\" data-article-gutter=\"true\">    Governments urged to act<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxd6npz00003b6jrb15yj1f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Governments in South and Southeast Asia have given practical advice on avoiding heat strokes and heat exhaustion, but few have come up with long term plans to address the worsening effects of the climate crisis.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxd88t700023b6jwv2cx5im@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a directive to all public schools in late-April, Cambodian education minister Hang Chuon Naron announced that school would be reduced by two hours during times of soaring daily temperatures.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxd9uwg00043b6jff4h05kd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Students were advised \u201cto drink plenty of water\u201d and to avoid staying out in the sun for too long \u201cwithout sunshades or protection,\u201d he said. Loose, lightweight and light colored clothing was also advised for students to protect them from sunburns and heat exposure.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxda96n00063b6j6zz4n0dd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Philippine President Ferdinand Marcos Jr. on Monday said his administration is looking to revert the upcoming academic year to start in June and end in March, saying it \u201cwill be better for the kids.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvxdbc0o00083b6jh9ozytz7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Much of South and Southeast Asia experiences the hottest temperatures in April, May and June before monsoon rains bring much needed relief.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx8725b001g3b6jl06gip5f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Nonethless, as extreme weather conditions become the norm, meeting the needs of children in poor and vulnerable countries is more important than ever, experts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx87dqb001i3b6jekogwl40@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe always say that children will inherit the world but what kind of world are they going to inherit if it\u2019s going up in ashes?\u201d said Joy Reyes, a climate justice lawyer from the Philippines.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clvx87rsl001k3b6jt4g2tqan@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The impact of pollution driven by the burning of fossil fuels cannot be underestimated, climate experts say.
