{"id":4154,"date":"2024-05-30T15:03:48","date_gmt":"2024-05-30T15:03:48","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/05\/30\/north-korean-trash-balloons-are-dumping-filth-on-south-korea\/"},"modified":"2024-05-30T15:03:48","modified_gmt":"2024-05-30T15:03:48","slug":"north-korean-trash-balloons-are-dumping-filth-on-south-korea","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/05\/30\/north-korean-trash-balloons-are-dumping-filth-on-south-korea\/","title":{"rendered":"North Korean trash balloons are dumping \u2018filth\u2019 on South Korea"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcw15b000mlwp6ho738eqp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            North Korea has adopted a new strategy to contend with its southern neighbor: sending floating bags of trash containing \u201cfilth\u201d across the border, carried by massive balloons.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9a00083b6hcqyxi2jc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The South Korean military began noticing \u201clarge amounts of balloons\u201d arriving from the North starting Tuesday night, detecting more than 150 as of Wednesday morning, according to the country\u2019s Joint Chiefs of Staff (JCS).    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9a00093b6hw0mamn9j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Photos released by the JCS show plastic bags carried by two giant balloons, with some broken packages spilling scraps of plastic, sheets of paper, and what appears to be dirt onto roads and sidewalks.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000a3b6hflnd6jrx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The balloons so far contain \u201cfilth and garbage\u201d and are being analyzed by government agencies, said the JCS, adding that the military was cooperating with the United Nations Command.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000b3b6h0n5rw7rv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cNorth Korea\u2019s actions clearly violate international law and seriously threaten the safety of our citizens,\u201d it added. \u201cAll responsibility arising from the North Korean balloons lies entirely with North Korea, and we sternly warn North Korea to immediately stop its inhumane and low-level actions.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000c3b6hxezetz2x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Local governments also sent messages to residents in the northern Gyeonggi and Gangwon provinces to warn of the \u201cunidentified objects,\u201d and advised against outdoor activities. The packages risk damaging residential areas, airports and highways, said the JCS.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrzoj8t00003b6jwbmoxi14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            North Korean leader Kim Jong Un\u2019s younger sister Kim Yo Jong \u2013 who is also a senior official in the reclusive regime \u2013 referred to the activities as \u201cfreedom of expression.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrzpllh00023b6joil7sumc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a statement published by state-run Korean Central News Agency (KCNA) on Wednesday, Kim said that North Korea had dispersed toilet paper and other waste materials in bags attached to the&nbsp;balloons along the Korean border and central areas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrzppo500043b6jmmjayccg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kim compared North Korea\u2019s actions to South Korea\u2019s years-long practice of sending&nbsp;balloons with anti-North Korea leaflets towards her nation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrzppo500053b6jkkxsv4zj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe\u2019ve done some of the things they always do, but I don\u2019t know why they\u2019re making a big deal like they\u2019ve been hit by a shower of fire,\u201d Kim said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000d3b6hi10c96f1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The move, according to North Korean state media KCNA, was to retaliate against South Korean activists who often send materials to the North \u2013 including propaganda leaflets, food, medicine, radios and USB sticks containing South Korean news and television dramas, all prohibited in the isolated totalitarian dictatorship.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000e3b6hqwaf82hx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Campaigners in the South, including defectors from North Korea, have long sent these materials through balloons, drones, and bottles floating down the cross-border river \u2013 even after South Korea\u2019s parliament banned such actions in 2020.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000f3b6hr1bzdrj0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cScattering leaflets by use of balloons is a dangerous provocation that can be utilized for a specific military purpose,\u201d said Kim Kang Il, North Korea\u2019s Vice Minister of National Defense, KCNA reported on Sunday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000g3b6hsex0lbbo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He accused South Korea of using \u201cpsychological warfare\u201d by scattering \u201cvarious dirty things\u201d near border areas, declaring that the North would take \u201ctit for tat action.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000h3b6htke0qyw7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMounds of wastepaper and filth will soon be scattered over the border areas and the interior of (South Korea) and it will directly experience how much effort is required to remove them,\u201d Kim said, according to KCNA. \u201cWhen our national sovereignty, security and interests are violated, we will take action immediately.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000i3b6h3fgfxeff@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kim also decried joint US-South Korea military drills, which have increased in recent years as tensions have risen in the Korean peninsula.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000j3b6hlr82dy07@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The 2020 law that prohibited sending leaflets also&nbsp;restricted&nbsp;loudspeaker propaganda broadcasts, which the South\u2019s military once championed as part of psychological warfare against the North until it withdrew the equipment following a 2018 summit between the two Koreas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000k3b6h0j3mfld1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But even after parliament passed the ban, activists told Reuters they planned to continue \u2013 including the defector Park Sang-hak, who had been sending materials back to his homeland for 15 years, vowing to continue in an effort to give North Koreans a rare glimpse of the outside world.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000l3b6hzijbyvp3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Earlier this month, Park\u2019s organization Fighters for a Free North Korea said in a statement it had sent 20 balloons toward North Korea, containing 300,000 leaflets that condemned Kim Jong Un and 2,000 USB sticks containing K-pop and music videos.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000m3b6ht4xj5xdi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIn order to appeal and urge the North Korean people to rise up and put an end to Kim Jong Un \u2026 the group is sending the leaflets to the compatriots in North Korea,\u201d the organization said in a statement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000n3b6h6026g5yn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For decades, North Korea has been almost completely closed off from the rest of the world, with tight control over what information gets in or out. Foreign materials including movies and books are banned, with only a few state-sanctioned exceptions; those caught with foreign contraband often face severe punishment, defectors say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrerg1l00063b6jzzosrf1q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Earlier this year a South Korean research group has released rare footage that it claimed showed North Korean teenagers sentenced to hard labor for watching and distributing K-dramas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clwrcww9b000o3b6hvnis5q66@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Restrictions softened somewhat in recent decades as North Korea\u2019s relationship with China expanded.
