As of Monday morning, more than 10,000 people were evacuated in Meizhou, the hardest flood-hit city in Guangdong province.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr2000b3b6jiv7fq5mw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Seventeen waterways in the major Han River basin \u201crecorded flooding above alert level,\u201d including two rivers at record flood levels, according to the Ministry of Water Resources on Monday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr3000c3b6jnrb7nsr0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Guangdong province, an economic powerhouse home to 127 million people, is among parts of southern China that are subject to annual flooding from April to September. But the region has faced&nbsp;more intense rainstorms and severe floods&nbsp;in recent years as scientists warn that the climate crisis will amplify extreme weather, making it deadlier and more frequent.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr3000d3b6jqpzspslc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Those warnings were underscored in April, when deadly floods submerged parts of Guangdong after rain poured for multiple days.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr3000e3b6jw4x8ykwy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Monday, heavy rains wrought further devastation, with social media videos from the city of Meizhou, eastern Guangdong, showing river water almost overflowing as it lapped at bridges and partially submerged vehicles.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr3000f3b6jg2bdagj2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            More than 130,000 households in the city and suburbs were without power as of Monday morning, while classes were suspended, CCTV reported.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr3000g3b6jy49rzz4t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAuthorities are still trying to reach some towns and villages\u201d&nbsp;in the area, CCTV said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxipolr3000h3b6jkpdd1xl4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Further upstream along the Han River,&nbsp;a&nbsp;flood alert was issued in Fujian province due to heavy rainfall, according to its provincial alert center.
