In recent months it has faced significant losses of territory and troops.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000g3b6jywtc4m7d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As it contends with widespread public opposition and an economic crisis that has sparked soaring levels of poverty, the junta has increased airstrikes and attacks against civilians&nbsp;and civilian infrastructure, displacing more than 3 million people.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000h3b6jtc9d6bjs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The military\u2019s brutal campaign of violence has prompted Western nations to impose wide-ranging sanctions on military leaders, family and cronies, state-owned companies, banks, and jet fuel suppliers.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000i3b6jdxnfwx3x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe junta, or State Administration Council (SAC), is counting on two primary resources from abroad: weapons and money,\u201d Andrews said in the report.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000j3b6jy43l1lvr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The report, \u201cBanking on the Death Trade: How Banks and Governments Enable the Military Junta in Myanmar,\u201d found that 16 banks in seven countries have processed transactions linked to the military\u2019s procurement in the past year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000k3b6jx2z6p7nc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Weapons, dual-use technologies, manufacturing equipment, and raw materials secured by the junta from abroad reached $253 million between April 2023 and March 2024, the report said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000l3b6jyauzy6sz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cBy relying on financial institutions that are willing to do business with Myanmar state-owned banks under its control, the junta has ready access to the financial services it needs to carry out systematic human rights violations, including aerial attacks on civilians,\u201d Andrews said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwbvwu000m3b6jrnohrsn1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            However, the volume of weapons and military supplies purchased by the junta through foreign banks has decreased by a third from 2023, with exports from Singapore dropping dramatically, according to the report.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwctdh000r3b6j6ti6cob3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe good news is that the junta is increasingly isolated,\u201d Andrews said.&nbsp;\u201cThe bad news is that the junta is circumventing sanctions and other measures by exploiting gaps in sanctions regimes, shifting financial institutions, and taking advantage of the failure of Member States to fully coordinate and enforce actions.\u201d    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clxwwd1dp000t3b6jd6ofj5qm@published\" data-component-name=\"subheader\" id=\"the-thai-connection\" data-article-gutter=\"true\">    The Thai connection<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdeit000v3b6j72bdgl70@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Singapore-based entities were Myanmar\u2019s third largest source of weapons and military materials. But following a government investigation, the flow of weapons materials to Myanmar from Singapore-registered companies dropped by nearly 90% compared to the previous year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb000x3b6juwt4s8h8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2022, Singapore-based banks facilitated more than 70% of the junta\u2019s purchases passing through the banking system. By 2023, that had dropped to under 20%, the report found.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb000y3b6jpnr1orsz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Looking for other financial institutions, the junta found neighboring Thailand.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb000z3b6jkyccvucp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Between 2022 and 2023, exports of&nbsp;weapons and related materials from Thai-based entities more than doubled, from $60 million to nearly $130 million last year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb00103b6jlfidi86d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMany SAC (junta) purchases previously made from Singapore-based entities, including parts for Mi-17 and Mi-35 helicopters used to conduct airstrikes on civilian targets, are now being sourced from Thailand,\u201d the report said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb00113b6jwrc2aden@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Siam Commercial Bank is among the Thai banks that have played a \u201ccrucial role\u201d in the shift, the report found. In 2022, the bank&nbsp;facilitated just over $5 million in transactions relating to the military, by 2023 that figure ballooned to more than $100 million, according to the report.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb00143b6jlum2i7ga@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMany countries have been named and certainly these are countries where the majority of financial transactions in the region would pass through,\u201d the spokesperson said in a statement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clxwwdnyb00153b6jlyqu3qdj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOur banking and financial institutions follow banking protocols as any major financial hub.
