{"id":4917,"date":"2024-07-01T15:09:24","date_gmt":"2024-07-01T15:09:24","guid":{"rendered":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/07\/01\/far-right-wins-first-round-of-frances-parliamentary-election-in-blow-to-macron-projection-shows\/"},"modified":"2024-07-01T15:09:24","modified_gmt":"2024-07-01T15:09:24","slug":"far-right-wins-first-round-of-frances-parliamentary-election-in-blow-to-macron-projection-shows","status":"publish","type":"post","link":"https:\/\/dailywashingtoninsider.com\/index.php\/2024\/07\/01\/far-right-wins-first-round-of-frances-parliamentary-election-in-blow-to-macron-projection-shows\/","title":{"rendered":"Far right wins first round of France\u2019s parliamentary election in blow to Macron, projection shows"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4od1001d3b6jm4q5ts8s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Marine Le Pen\u2019s far-right National Rally (RN) party has taken the lead in the first round of France\u2019s parliamentary elections on Sunday, initial projections showed, taking it closer to the gates of power than ever before.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001f3b6jcg5ajrmn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After unusually high turnout, the RN bloc won with 34% of the vote, while left-wing New Popular Front (NFP) coalition came second with 28.1% and President Emmanuel Macron\u2019s Ensemble alliance slumped to a dismal third with 20.3%, according to initial estimates by Ipsos.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001g3b6jemckl2rx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While the RN appears on track to win the most seats in the National Assembly, it may fall short of the 289 seats required for an absolute majority, suggesting France may be heading for a hung parliament and more political uncertainty.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001h3b6jt61hg9ob@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Projections show that, after the second round of voting next Sunday, the RN would win between 230 and 280 seats in the 577-seat lower house \u2013 a staggering rise from its count of 88 in the outgoing parliament. The NFP was projected to secure between 125 and 165 seats, with Ensemble trailing with between 70 and 100 seats.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1xhfxi002k3b6j5274ma9o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The election, which Macron called after his party was battered by the RN in European Parliament elections earlier this month, could leave him to see out the remaining three years of his presidential term in an awkward partnership with a prime minister from an opposition party.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001i3b6jx6v0s0l1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The RN election party in the northern town of Henin Beaumont erupted in celebration as the results were announced \u2013 but Marine Le Pen was quick to stress that next Sunday\u2019s vote will be key.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001j3b6jf2r41jxr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cDemocracy has spoken, and the French people have placed the National Rally and its allies in first place \u2013 and has practically erased the Macronist bloc,\u201d she told a jubilant crowd, adding: \u201cNothing has been won \u2013 and the second round will be decisive.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001l3b6j4s0axryn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a speech at the RN\u2019s headquarters in Paris, Jordan Bardella, the party\u2019s 28-year-old leader and its to become prime minister, echoed Le Pen\u2019s message.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn0001m3b6j755rsgsu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe vote taking place next Sunday is one of the most decisive in the entire history of the Fifth Republic,\u201d Bardella said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001n3b6jvs0j3rxq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In bullish speeches before the first round, Bardella said he would refuse to govern a minority government, in which the RN would require the votes of allies to pass laws. If the RN falls short of an absolute majority and Bardella stays true to his word, Macron might then have to search for a prime minister on the hard left, or somewhere else entirely to form a technocratic government.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cly1zincw00313b6jw98frae0@published\" data-component-name=\"subheader\" id=\"cordon-sanitaire\" data-article-gutter=\"true\">    Cordon sanitaire<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001o3b6jonwhdey0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A week of political bargaining will now ensue, as centrist and left-wing parties decide whether or not to stand down in individual seats to block the nationalist and anti-immigrant RN \u2013 long a pariah in French politics \u2013 from winning a majority.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001p3b6j92s22c6i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            When the RN \u2013 under its previous name, the National Front \u2013 has performed strongly in the first round of votes in the past, left-wing and centrist parties have previously united to block them from taking office, under a principle known as the \u201ccordon sanitaire.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001q3b6jnry2i0n1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After Jean-Marie Le Pen \u2013 the father of Marine and decades-long leader of the National Front \u2013 unexpectedly defeated the Socialist candidate Lionel Jospin in the 2002 presidential election, the Socialists swung their weight behind the center-right candidate Jacques Chirac, delivering him a landslide in the second-round runoff.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001r3b6juncq7cob@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In an attempt to deny the RN a majority, the NFP \u2013 a left-wing coalition that formed earlier this month \u2013 promised it will withdraw all of its candidates who came in third place in the first round.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001s3b6j9dducc27@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOur instruction is clear \u2013 not one more vote, not one more seat for the National Rally,\u201d Jean-Luc Melenchon, the leader of France Unbowed \u2013 the largest party in the NFP \u2013 told supporters Sunday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4pn1001t3b6jb6cuxtse@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cA long week awaits us ahead, everyone will take his or her decision with conscience, this decision will determine, in the long-term, the future of our country and each one of our destinies,\u201d Melenchon added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1zk6sq00353b6j01pekcw2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It is not yet clear if Macron\u2019s allies will return the favor and call on their supporters to support the NFP in constituencies where Ensemble trails in third. Marine Tondelier, leader of the Green Party \u2013 a more moderate part of the NFP \u2013 made a personal plea to Macron to stand down in certain seats to deny the RN a majority.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1yy73p002u3b6j5c3kvjpw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe\u2019re counting on you: withdraw if you come third in a three-way race, and if you don\u2019t qualify for the second round, call your supporters to vote for a candidate who supports republican values,\u201d she said.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cly1x4xpd001x3b6jo4yu0nrc@published\" data-component-name=\"subheader\" id=\"a-huge-gamble\" data-article-gutter=\"true\">    A huge gamble<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x4rhi001v3b6j2b0lucck@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Macron\u2019s decision to call a snap election \u2013 France\u2019s first since 1997 \u2013 took the country and even his closest allies by surprise. Sunday\u2019s vote was held three years earlier than necessary and just three weeks after Macron\u2019s Renaissance party was trounced by the RN at the European Parliament elections.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x5lva001z3b6jvei76ni5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Macron has pledged to see out the remainder of his final presidential term, which runs until 2027, but he now faces the prospect of having to appoint a prime minister from an opposition party \u2013 in a rare arrangement known as \u201ccohabitation.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x5lva00203b6jf1314pug@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The French government faces little trouble in passing laws when the president and majority in parliament belong to the same party. When they don\u2019t, things can grind to a halt. While the president determines the country\u2019s foreign, Europe and defense policy, the parliamentary majority is responsible for passing domestic laws, like pensions and taxation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x5lva00213b6jjmnkgdim@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But these remits could overlap, potentially sending France into a constitutional crisis. Bardella, for instance, has ruled out sending troops to help Ukraine resist Russia\u2019s invasion \u2013 an idea floated by Macron \u2013 and said he would not allow Kyiv to use French military equipment to strike targets inside Russia. It is unclear whose will would prevail in disputes like this, where the line between domestic and foreign policy is blurred.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x5lva00223b6jc7mfooa5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A far-right government could spell a financial as well as constitutional crisis. The RN has made lavish spending pledges \u2013 from rolling back Macron\u2019s pension reforms to cutting taxes on fuel, gas and electricity \u2013 at a time when France\u2019s budget might be brutally slashed by Brussels.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cly1x5lva00233b6jdoliigqq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            With one of the highest deficits in the Eurozone, France may need to embark on a period of austerity to avoid falling foul of the European Commission\u2019s new fiscal rules.
