The maximum temperature was 39 degrees Celsius on Friday, according to TASS.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clyuawys500053b6k9mvzvpi8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Krasnodar Governor Veniamin&nbsp;Kondratyev said Saturday that the \u201cabnormal heat,\u201d the lack of proper capacities during peak load periods and the operation of the Rostov Nuclear Power Plant were some of the factors that contributed to the outages. One of the units of the Rostov plant, the largest in the region, was temporarily shut down earlier this week due to a technical malfunction.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clyuawys500063b6ki8oej4qd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere has been abnormal heat in the Krasnodar region for a week now.
