data-article-gutter=\"true\">            Just days before the typhoon lashed the Philippines, President Marcos included flood prevention in his state of the nation address.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz0rzz0s001a3b6jgjrhkujx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMore than 5,500 flood control projects have been completed and many more are currently being done throughout the
