Could it be a turning point in the brutal civil war?"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9hxx6t000mlxp329wz0mi7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The pounding of sustained gunfire and artillery had rattled Khin Swe\u2019s home in northeastern Myanmar for days, with shelling getting ever closer until it was impossible for her to remain.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000a3b6kr41u7ank@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere was nothing we could do to be safe, except to run,\u201d said the 28-year-old online sales rep.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000b3b6knxrtmt4t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Like many of the residents of Lashio, a major town of about 170,000 people nestled in the mountains of northern Shan state,&nbsp;Khin Swe&nbsp;packed what she could and fled.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000c3b6kxxgaut4g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Images published by local media in the past few weeks show a mass exodus&nbsp;from the town, with a long line of cars, trucks and bikes laden with belongings snaking through muddy, monsoon-lashed roads.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000d3b6k1d87yhr9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Since late June, a powerful&nbsp;ethnic rebel army&nbsp;and its allied resistance forces have mounted a renewed offensive to capture Lashio. The strategic garrison town, the largest in Shan state, is the seat of the junta\u2019s regional Northeastern Military Command and the center of its power base in Myanmar\u2019s northeast and areas near the Chinese border, with about 40 battalions under its command.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000e3b6kiifs3xfr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Myanmar has spiraled into a devastating civil conflict since the junta\u2019s&nbsp;2021 coup was overwhelmingly spurned by the people, as the military&nbsp;wages a ruthless war against a nationwide armed resistance determined to oust it from power.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000f3b6klxiqcu9f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On July 25, the&nbsp;Myanmar National Democratic Alliance Army (MNDAA), a rebel force of the ethnic Chinese Kokang minority, announced it had \u201cwon a decisive victory\u201d against the junta and declared Lashio \u201cfully liberated\u201d following a 23-day operation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000g3b6kfwge4x8k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            If confirmed, the capture of Lashio would be the biggest victory for the resistance since the coup and mark a turning point in the three-year civil war that has&nbsp;been characterized by increasingly brutal attacks against civilians by junta soldiers and warplanes, and the mass displacement of more than 3 million people.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000h3b6kk75lw45u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Junta spokesperson Maj. Gen. Zaw Min Tun has repeatedly denied that the town and the regional command has been captured, calling the claims \u201cpropaganda.\u201d The junta said the rebel group has \u201cdevastated civilians\u2019 areas [rather] than military strategic holds.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i14rf000i3b6k8rwws581@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Video and images posted to social media and on the MDNAA\u2019s accounts in recent days appeared to show their troops in central Lashio, including at the railway station, prison and a broadcast station, and within hundreds of meters of core military infrastructure.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i18ww000m3b6koycu7ekv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Analysts say the situation remains fluid and while the rebel group is quickly moving through the town, capturing several battalions especially to the south of the city, fighting is ongoing.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1a6v000o3b6kynrl9mpp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThat sort of position in the very middle of Lashio certainly points toward significant gains within the city,\u201d said Nathan Ruser, an analyst at the Australian Strategic Policy Institute, who has been mapping positions of the resistance in Lashio.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1a6v000p3b6kr4gtqtfq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Lashio to fall, \u201cit basically eliminates the junta as an effective organized force from a huge part of the country,\u201d Ruser said. \u201cAnd for it to appear to be happening after only about a month of clashes shows how much the capabilities of the junta have declined in the last year especially.\u201d    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clz9i1eis000r3b6k6rbn8znf@published\" data-component-name=\"subheader\" id=\"caught-in-the-crossfire\" data-article-gutter=\"true\">        Caught in the crossfire<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1jq7000t3b6kli7zte7m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Khin Swe said Lashio\u2019s residents were used to the sounds of fighting nearby but not within the city itself.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1pjl000v3b6km8ynqb0k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cArtillery shelling was fired constantly at night over the town. With our phones in our hands to keep updated with the&nbsp;news, we all sat anxiously. Some nights, I didn\u2019t dare to sleep as shells roared overhead. At some point I fell asleep and was woken up by the sound of the loud artillery again,\u201d she said. \u201cIt was the scariest moment I have ever experienced in my life.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1pjl000x3b6kcxv9n7uq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Khin Swe, whose home was close to the base, described how shelling started near her part of town but had grown in intensity in other areas as the military\u2019s soldiers exchanged fire with the rebels.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1pjl000y3b6kxmeecffp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She escaped to Myanmar\u2019s second-biggest city Mandalay, a six-hour drive away in normal conditions. Bus fares leaving the city had skyrocketed, she said, as droves of people tried to flee.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1vs100103b6k1i36cg59@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some of her family members decided to stay in Lashio to protect their homes and businesses. Before phone lines got cut off, Khin Swe said her relatives \u201csaw Kokang troops move into the town and position themselves in empty buildings, while they urged the people to leave.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00123b6kh6v3y9g2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI am sure my home has been wrecked, but we can\u2019t reach out to people who are left in the town because the phone connection is cut off,\u201d she said. \u201cMy friend who had stayed in the town until very recently told me that most of the houses have been damaged.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00133b6ka7l6fbzs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Being among many people displaced by war in&nbsp;Mandalay, Khin Swe said she and her family \u201care barely surviving.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00143b6kgdsvq8jz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe displacement shelters are full up with the entire population of Lashio town, some of us are struggling to find a place to live. Besides, we don\u2019t have food to eat either,\u201d she said.&nbsp;\u201cOur family could not take some valuable items other than some money, and now we are living with more than 30 people in a place we rented.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00153b6kil2af8ii@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Other Lashio residents caught in the crossfire have written desperate messages for help on local community and neighborhood Facebook groups.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00163b6kwzaoun9j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere are children and elderly being caught in a high school amid crossfire in Lashio, they have not eaten the whole day, I don\u2019t know how to help,\u201d one social media user posted.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00173b6ky16vqgrs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe are a group of three girls with a 70-year-old grandma, we want to leave the town either for Taunggyi or Mandalay, but we are struggling with how,\u201d another resident posted, leaving her phone number.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk00193b6krzcvc7wg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The fighting, which has extended across Shan state and the neighboring Mandalay region has forced thousands of civilians to flee \u2013 many of them multiple times \u2013 often&nbsp;to towns and villages also facing a barrage of junta&nbsp;airstrikes and shelling.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i1xdk001a3b6kd8cqx98i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The deteriorating humanitarian crisis is being exacerbated by a lack of food and aid, with local community networks risking their lives to reach those in need.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clz9i2555001c3b6kau6u1b13@published\" data-component-name=\"subheader\" id=\"coordination-of-anti-coup-resistance\" data-article-gutter=\"true\">        Coordination of anti-coup resistance<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i28rv001e3b6k5afxwqem@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Rebels have reportedly seized dozens of junta bases and several northern towns since a renewed offensive in late June by&nbsp;the Three Brotherhood Alliance, a trio of ethnic armed groups fighting alongside the People\u2019s Defence Force (PDF), the armed wing of the national unity government in exile.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001g3b6kfci16l9v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The gains for the rebel alliance \u2013 made up of the MNDAA, the Ta\u2019ang National Liberation Army (TNLA) and the Arakan Army \u2013 followed the collapse of a Chinese-brokered ceasefire, according to local media and resistance groups.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001h3b6knlw67sck@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last week, the&nbsp;TNLA said it had captured another strategic town in the Mandalay region \u2013 Mogok, the center of Myanmar\u2019s lucrative gem mining industry.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001i3b6kecb5179x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Analysts say resistance forces now control many of the roads to Lashio and other key towns in the northeast, preventing the military from resupplying soldiers&nbsp;in its peripheral outposts.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001j3b6keofzzu14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThey\u2019re unable to push forces up because all the roads are controlled by the opposition, so they have a hard time sending reinforcements,\u201d said Miemie Winn Byrd, a retired US Army Lt. Col. and professor at the Daniel K. Inouye Asia-Pacific Center for Security Studies.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001k3b6kife9ykfy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Since October, the military has been weakened by a series of territorial losses, troop defections, desertions and loss of&nbsp;manpower. Endemic corruption and poor command within its ranks mean the junta leadership may not have a clear idea of the situation on the ground across the country, including in Lashio, analysts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001l3b6kjdkdr8uj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cBecause of the corruption, Naypyidaw does not know how many forces it has\u2026 they have had a lot of desertions and defections&nbsp;that are going unreported,\u201d Byrd said. \u201cI\u2019m not sure (junta chief) Min Aung Hlaing knows that that city has fallen into the hands of the opposition. I\u2019m not sure his people are telling him that.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001n3b6kgp84ru8f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a recent address, junta spokesperson Zaw Min Tun appeared to counter claims of a weakened military, which he referred to by its local name, the Tatmadaw.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2gne001o3b6kl2ca4vrv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAs long as Myanmar exists, the Tatmadaw will exist. As long as we exist, Myanmar will live even stronger because we will safeguard your lives and your properties. Therefore, you all must work hand in hand to defend your country,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2p5b001q3b6k9kf6ybyb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The anti-coup resistance in Myanmar was once considered a loose grouping of ill-equipped fighters, but recent successes, including the MNDAA\u2019s push into Lashio, has shown a new level of coordination and capability, according to analysts.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2rs8001s3b6ksus3lfbb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis phase of Operation 1027 has really shown a new level of interoperability and coordination between the ethnic resistance organizations and the political PDF resistance,\u201d said Ruser, referring to the Three Brotherhood Alliance\u2019s name for its ongoing offensive.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2rs8001t3b6kkuvfh5hx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cGiven the sort of snowballing gains by the resistance, and especially the Three Brotherhood Alliance over the last six to eight months, they\u2019re now a really equipped force. They have artillery, they have plenty of drones, they have all sorts of capabilities that now allow them to really strike apart at qualified and static positions.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2rs8001u3b6kibn5ue6r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Khin Swe, the fighting in Lashio has left people divided.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2rs8001v3b6kxvbgom9n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cChinese people in the town and young people who are in support of revolution are largely in favor of the Kokang group while the older generation, who don\u2019t want war, blame the Kokang for their territorial invasion [and] are in support of the military,\u201d she said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2rs8001w3b6kay48l11n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Khin Swe said she is \u201csaddened to see the destruction\u201d in her hometown but she supports the \u201crevolutionary groups defeating the junta.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clz9i2rs8001x3b6kblbx0du0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI am happy and sad at the same time because I don\u2019t know how we will rebuild our home.
