It could be the whole crew. It could be the guard. We are evaluating all of the factors to see whose behavior fault can be assigned to,\u201d Cartosio said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm07ykr9400083b6khi4jlgsr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He added that the prosecutor\u2019s office had \u201cfiled a dossier, at present against unknown persons, alleging the crime of negligent shipwreck and manslaughter.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm07ykr94000a3b6kqz4m32rq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While the reasons for the sinking of the Bayesian superyacht remain unconfirmed, many believe the yacht was struck by a waterspout \u2014 one of several types of tornadoes.
