There, a lone monk is struggling to feed about 300 people who have sought refuge inside the camp as a three-year civil war intensifies around them, waged by Myanmar\u2019s military junta against an armed resistance.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzuesp1f000a3p6kwvgqy81n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere are days that we have no food, even though we are hungry,\u201d Khin Mar Cho said. \u201cI cannot feed my kid anything more than meals donated by people because I don\u2019t have a job or income, and all the male family members have been taken away.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" Requests to transport goods, including food, into the region are being refused, they added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000j3p6k0zc8ihy5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Meanwhile, food production in the state has plummeted, with farmers predicting a 50% drop in this year\u2019s rice harvest, independent Myanmar news outlet The Irrawaddy reported.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000k3p6k1ghbhlqk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Mohammed, a 43-year-old father of three, has lived in a displacement camp with his family in Sittwe since 2012, when&nbsp;anti-Muslim violence&nbsp;forced tens of thousands of people from their homes.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000l3p6k3fydt86m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The latest fighting has not yet reached Sittwe, which the junta still controls. But since the collapse of the ceasefire deal between the AA and the military in November opened&nbsp;a major new front in Myanmar\u2019s civil war, the camp has been all but cut off and conditions have drastically deteriorated, he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000m3p6krex1osd7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Mohammed\u2019s children attend a small, makeshift school within the camp, but he says it\u2019s difficult to nurture their dreams when he can only feed them half a bowl of rice.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000n3p6k1oqaxhok@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMy children would cry and ask, \u2018Are we not eating tonight?\u2019 In those moments, feeling desperate, I would go to a neighbor and ask for some food to feed our children,\u201d Mohammed told Partners Relief and Development, an aid NGO.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000o3p6kqflso2r9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Yet his neighbors are hungry too, and they have little to spare.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clzu0qch9003e3p6k7igh3z4z@published\" data-component-name=\"subheader\" id=\"access-denied\" data-article-gutter=\"true\">        Access denied<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000r3p6kbejynblc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAs the conflict has spread around Rakhine, we\u2019ve also seen the destruction of roadways and bridges,\u201d she said. \u201cThe result is, basically, no one has access to these places.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000s3p6kbkufm6t7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Aid groups, including UN agencies, must get \u201ctravel authorizations\u201d from the state government, which reports to the ruling military council, before they can access territory that the junta considers \u201ctravel-restricted areas,\u201d according to aid officials.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000t3p6kotntf5qy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In February, the junta stopped issuing nearly all travel authorizations to contested or rebel-controlled territory in the state, most of which are in northern Rakhine, according to seven aid officials with direct knowledge of the matter, all of whom requested anonymity.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000u3p6k43ogykym@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Without the travel authorizations, it\u2019s impossible to pass through the junta\u2019s road and waterway blockades, they said.    <\/p>\n<aside data-uri=\"cms.cnn.com\/_components\/pull-quote\/instances\/clzvbv9rl00003b5vjlefvk70@published\" class=\"pull-quote\" data-article-gutter=\"true\">\n<p class=\"pull-quote__text inline-placeholder\" data-editable=\"text\">        \u201cAll we need at the moment is aid and support to survive this.\u201d    <\/p>\n<p class=\"pull-quote__attribution inline-placeholder\" data-editable=\"attribution\">            North Rakhine State villager        <\/p>\n<\/aside>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000v3p6k6ezsseva@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            One senior aid official said, \u201cit is difficult to negotiate because the SAC does not want assistance to go to non-SAC controlled areas,\u201d referring to the State Administration Council, the official name of the junta government.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh000w3p6kfp1n2vkt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In May, some aid agencies received travel authorizations for Sittwe when the junta allowed them to begin transporting supplies from Yangon. Separately, the two officials said the agency has raised the issue with the UN Security Council, the European Union and China, among others.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh00123p6kx5yezbov@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But \u201cthat\u2019s a lame excuse,\u201d said a senior aid official. \u201cWe don\u2019t need the junta to cover for our security.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh00143p6k6gxsdbwo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Aid workers and officials say the junta\u2019s blockade is part of a wider war strategy long used by the military, designed to chip away at the rebel group\u2019s popular support by cutting off food, water and medical care to the civilian population.    <\/p>\n<aside data-uri=\"cms.cnn.com\/_components\/pull-quote\/instances\/clzu3o01g000c3p6kwvovdh7d@published\" class=\"pull-quote\" data-article-gutter=\"true\">\n<p class=\"pull-quote__text inline-placeholder\" data-editable=\"text\">        \u201cThey are using food as a weapon. That much is clear.\u201d    <\/p>\n<p class=\"pull-quote__attribution inline-placeholder\" data-editable=\"attribution\">            Senior aid official        <\/p>\n<\/aside>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh00153p6k65aqwgib@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Bauchner, the Human Rights Watch researcher, said the blockades are \u201cdeliberate, and they are intended to harm the population in what is an apparent war crime.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh00173p6kev9js8ak@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Myint Kyaw of the junta\u2019s information ministry, said humanitarian groups are \u201cbeing allowed to go to safe areas\u201d after completing a verification process and alleged \u2014 without evidence \u2014 that rebel groups are blocking aid deliveries.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh00183p6khjax2za5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the statement, the junta linked instability in the region to armed groups allegedly engaging in online gambling, planting and selling illegal drugs, human trafficking, online scams and illegal weapons deliveries to \u201cterrorist groups\u201d in rebel-controlled areas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clzu0leyh00193p6khw5gpuo3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ejaz \u2014 a local aid official who works in northern Rakhine \u2014 said the junta is \u201cpunishing civilians collectively\u201d by blocking most food and medicine imports.
