Since the Covid-19 pandemic began, they have largely been on hold.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000a3b6ksihqn5yr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Now the Chinese government is officially ending the program \u2013 which it said is in line with global trends, but also comes as officials try&nbsp;to reverse the country\u2019s sharply declining birthrates and&nbsp;avert a looming demographic crisis.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000b3b6kkjmytnzj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China\u2019s Foreign Ministry announced Thursday that no more Chinese children would be sent abroad for adoption. The only exceptions will be&nbsp;for foreigners adopting the children or stepchildren of blood relatives in China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000c3b6k1s376oa9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis is in line with the spirit of relevant international conventions,\u201d the ministry\u2019s spokesperson Mao Ning told a regular news conference. \u201cWe are grateful for the desire and love of the governments and adoptive families of relevant countries to adopt Chinese children.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000d3b6ketmme46h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The ban raises uncertainty for hundreds of American families currently in the process of adopting children from China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000e3b6kxk2hth5r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US embassy in Beijing is seeking clarification in writing from China\u2019s Ministry of Civil Affairs on the new directive, the State Department said Thursday, according to the Associated Press.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000f3b6kzex7r3b5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a phone call with US diplomats in China, Beijing said it \u201cwill not continue to process cases at any stage\u201d other than those covered by an exception clause, AP reported.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000g3b6kmem8q5ai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe understand there are hundreds of families still pending completion of their adoption, and we sympathize with their situation,\u201d the State Department said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000h3b6kiejt46op@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            More than 160,000 Chinese children have been adopted into families all over the world since China officially opened its doors to international adoption in 1992, according to China\u2019s Children International, an international organization created by and for Chinese adoptees. About half of these children have been adopted to the US.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000i3b6ky4xv8cvn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Between 1999 and 2023, American parents adopted 82,674 children from China, accounting for 29% of all US adoptions, according to data from the US State Department.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000j3b6kq1kj2xz9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China suspended international adoptions in 2020 during the pandemic to \u201censure the health and safety\u201d of the children, according to a notice from the US State Department on intercountry adoptions from China at the time.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000k3b6k4mqesbz3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            No Chinese children were sent to the US for adoption in 2021 or 2022. Last year, 16 children were adopted from China, according to the US State Department.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000l3b6kpdxrxg9u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Beijing scrapped its decades-long and highly controversial \u201cone child\u201d policy after realizing the restriction had contributed to a rapidly aging population and shrinking workforce that could severely distress the country\u2019s economic and social stability.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0qf7e2e000m3b6km176gdie@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            To arrest the falling birth rate, the Chinese government announced in 2015 that it would allow married couples to have two children.
