Last week, the US for the first time penalized two Chinese firms for supplying complete weapons systems. All three countries have denied they are providing such support.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00063b6m9fkg68v7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Taking stock of the emerging cooperation, a Congress-backed group that evaluates US defense strategy dubbed Russia, China, Iran and North Korea this summer an \u201caxis of growing malign partnerships.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00073b6mg5x8ux5d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The fear is that a shared animosity toward the US is increasingly driving these countries to work together \u2013 amplifying the threat that any one of them alone&nbsp;poses to Washington or its allies, not just in one region but perhaps in multiple parts of the world at the same time.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00083b6maplg4rx7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIf (North Korea) is a co-belligerent, their intention is to participate in this war on Russia\u2019s behalf, that is a very, very serious issue, and it will have impacts not only on in Europe \u2014 it will also impact things in the Indo Pacific as well,\u201d US Defense Secretary Lloyd Austin said Wednesday in the first US confirmation of North Korean troops in Russia.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm2o2kapq001k3b6m4s41xzcb@published\" data-component-name=\"subheader\" id=\"driven-by-survival-strategy\" data-article-gutter=\"true\">        \u2018Driven by survival strategy\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000a3b6m3r93m0nq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Decades after the Axis powers of Nazi Germany, Fascist Italy and Imperial Japan and the strident anti-West coalition of the Cold War era \u2013 and years since George W. Bush\u2019s dubbed US enemies Iran, Iraq and North Korea an \u201caxis of evil\u201d&nbsp;\u2013 there\u2019s a perception that a new, dangerous alignment is on the rise, with Putin\u2019s war as its catalyst.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000b3b6mfzzazst8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Such an alignment would bring together two long-time&nbsp;nuclear-armed powers, a state believed to have assembled a host of illegal nuclear warheads in North Korea, and Iran,&nbsp;which the US says<strong>&nbsp;<\/strong>could likely assembly such a weapon&nbsp;in a matter of weeks.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000c3b6m7exdaplp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            North Korea\u2019s military partnership with Russia now links the grinding, hot conflict in Europe to an especially tense period in the cold conflict on the Korean Peninsula, as North Korean leader Kim Jong Un has elevated his threats toward the South, with which it remains technically at war.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000d3b6mu3yr03oi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Following the intelligence on the North Korean deployment to Russia, South Korea said it could consider supplying weapons to Ukraine, where the US ally has yet to directly provide arms.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000e3b6mdd2ldqjy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For North Korea, where leader Kim has called to ramp up his country\u2019s illicit nuclear weapons program, there\u2019s been little to lose in sending what\u2019s believed to be millions of rounds of artillery, short-range ballistic missiles and, more recently, troops to Russia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000f3b6mcc12e5co@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In exchange, cash-strapped and internationally isolated Pyongyang has likely received food and other necessities \u2013 and potentially support developing its space capacities, which could also help its sanctioned missile program.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000g3b6mnbxccjsa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The importance of drone warfare in Ukraine has also seen Russia look to Iran for procurement \u2013 deepening a security alignment that dates to 2015 and the war in Syria, when both backed the regime of Bashar al-Assad.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000h3b6mmnl6ocpm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And for Tehran \u2013 weighted by hefty Western sanctions and embroiled in the expanding Middle Eastern conflict with US-backed Israel \u2013 supplying Russia weapons is thought to potentially boost its defense sector, while its ties with Beijing and Moscow provide it with diplomatic cover.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000i3b6mtxxrv85d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Chinese leader Xi Jinping, who declared a \u201cno limits\u201d partnership with Putin weeks before his invasion, has claimed neutrality in the conflict and has largely steered Chinese firms away from supplying direct lethal aid.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000j3b6mdgzd5o2f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Yet it has filled wide gaps in Russian demand of other goods, including products deemed by the US and others to be dual use, and benefited from Russia\u2019s discounted energy. Beijing defends its \u201cnormal trade\u201d with Russia. China has also continued to expand joint military drills and diplomatic ties with a country it sees a key partner in pushing back against the West in international fora.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000k3b6mi7rde9m9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But even as these four countries have their own motivations to cooperate with one another individually, especially within the context of Russia\u2019s war, clear limits exist in any broader coordination, mutual trust, and even interest in working together \u2013 at least for now, observers say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000l3b6mx9tkjrfk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis is a set of bilateral relationships driven by each country\u2019s survival strategy, or what\u2019s on the menu for geopolitics and what\u2019s the crisis of the day or the decade that they are dealing with,\u201d said Alex Gabuev, director of the Carnegie Russia Eurasia Center in Berlin.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000m3b6men3i83d3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThese are authoritative regimes \u2026 and they all see the US as a common adversary. That\u2019s the glue that keeps them together, but whether we can talk about a degree of coordination (between all four) \u2026 I think we are very far from that,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000n3b6mravudxi1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That makes the pressing question whether these current alignments can endure beyond the war in Ukraine and evolve into outright coordination between all four nations.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm2o2k08p001h3b6m9ykbv4eo@published\" data-component-name=\"subheader\" id=\"the-china-factor\" data-article-gutter=\"true\">        The China factor<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000p3b6mrwomtvdl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A key factor in how any further alignment develops is China, observers say \u2013 by far the most powerful player in the grouping, the lead trade partner for Russia, North Korea and Iran, and the nation viewed by the US as its primary adversary.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000q3b6mwe3sn5jq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As its divisions with Washington have deepened, Beijing has ramped up efforts to challenge US global leadership and shape an international order into one that favors China and other autocracies.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000r3b6msrdv08g4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia\u2019s role in that effort was on show this week in its southwestern city of Kazan, where Xi and Putin hailed their commitment to building a \u201cfairer\u201d world on the sidelines of a summit of the BRICS group whose membership they\u2019d jointly worked to grow this year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000s3b6md3l3phlx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The two have brought Iran into that diplomatic fold and also largely sided with Tehran in the conflict in the Middle East, where its proxies are fighting Israel. China, Russia and Iran have also held four joint naval drills since 2019, and China is by far Iran\u2019s largest energy buyer.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000t3b6mgmru2l22@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At the same time, heavily sanctioned Iran is no longer the \u201cfavorite state for China\u2019s Middle East policy\u201d as Beijing builds relations with wealthier Gulf countries, according to Jean-Loup Samaan, a senior research fellow at the National University of Singapore\u2019s Middle East Institute.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000u3b6m1srpvfkc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Beijing also carefully manages its relationship with North Korea \u2013 which is almost wholly economically and diplomatically dependent on China. Chinese leaders are&nbsp;widely seen as being wary of the burgeoning Kim-Putin alignment and the potential for an empowered North Korea to cause trouble and draw more US focus to the region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000v3b6mzwap85vu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            When asked about the movement of North Korean troops into Russia at a regular press briefing Thursday, China\u2019s foreign ministry said it \u201cdoes not have information on that.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000w3b6me7whn4z8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While it practices its own aggressive behavior in the South China Sea and toward Taiwan, the democratic island Beijing claims, China may not want to appear to lean too hard into these partnerships and hinder efforts to portray itself as a responsible, global leader.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000x3b6maeoxsg11@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cRussia, North Korea, Iran is&nbsp;the type of grouping that China least wants to openly associate itself with,\u201d said Tong Zhao, a senior fellow at the Carnegie Endowment for International Peace.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn000y3b6mcq6hvfrq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China has been \u201cdesperate to clarify that it is not a trilateral alliance with Russia and North Korea,\u201d and it also \u201chas more options than these countries \u2026 and prefers working with larger number of countries\u201d to compete with the West, he said.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm2o2jqrb001e3b6mnjf9y8k6@published\" data-component-name=\"subheader\" id=\"a-real-risk\" data-article-gutter=\"true\">        \u2018A real risk\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00103b6mj2wygb9i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Viewed from the West, however, China\u2019s refusal to cut off economic lifelines to a UN sanctions-defiant North Korea and a Russia that has threatened the use of nuclear weapons in Ukraine is often seen as an open endorsement of these regimes.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00113b6mhb7xztsn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In July, the Commission on the National Defense Strategy, an independent group tasked by Congress with evaluating US defense strategy, said China and Russia\u2019s partnership had \u201cdeepened and broadened\u201d to include a military and economic partnership with Iran and North Korea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00123b6mf5el8do7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis new alignment of nations opposed to US interests creates a real risk, if not likelihood, that conflict anywhere could become a multi-theater or global war,\u201d it said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00133b6mkzn3b1y2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China has repeatedly insisted that its relationship with Russia is one of \u201cnon-alliance, non-confrontation and not targeting any third party.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00143b6m5cg67ovb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            NATO has also in recent years moved to ramp up relations with US allies and partners in the Asia-Pacific, with a meeting of defense ministers last week joined for the first time by Australia, Japan, New Zealand and South Korea.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00153b6ms3uhma37@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the short term, Russia\u2019s weapons partnerships also open the door for Iran and North Korea to potentially obtain and produce Moscow\u2019s sensitive weapons technologies and even ship them around the world, according to Carnegie\u2019s Zhao.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00163b6mmlbqmvgb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The current dynamics also raise the risk that future conflicts \u2013 including one where China is at the center and not Russia \u2013 see coordination between the four, some analysts assess.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qn00173b6mo2jl9j12@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For example, in a potential conflict in the South China Sea or over Taiwan, there is debate over whether Beijing would want to see North Korea or Russia play a role in creating a distraction in North Asia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qo00183b6mkw1zsdjl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But some experts also warn against seeing this \u201caxis\u201d or such a future as a foregone conclusion \u2013 as these relationships remain opportunistic, rather than based on deep ideological alignment or trust.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qo00193b6m3xa6735t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For one, it\u2019s possible that \u201csome more moderate behavior\u201d could be incentivized on the part of China, which could dial down this potential, according to Sydney Seiler, a senior adviser at the Center for Strategic and International Studies in Washington.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2o2j9qo001a3b6miodlk7sn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But as the optics stand today \u2013 \u201cthe risk is sufficiently present\u201d that the US could face a future conflagration involves multiple of these
